Councilmeraber <br />adoption: <br /> <br />introduced the following resolution and moved for its <br /> <br />RESOLUTION #92-08- <br /> <br />A RESOLUTION APPROVING THE ISSI~ANCE OF A CONDITIONAL USE <br />PERMIT TO BURY AND CARLSON, INC. TO ESTABLISH A DEMOLITION <br />CONCRETE AND ASPHALT PROCESSING FACILITY IN THE BUSINESS <br />wAREHOUSE DISTRICT BASED ON FINDINGS OF FACT # AND <br /> DECLARING TERMS OF CONDITIONAL USE PERMI~'-- <br /> <br />This permit shall remain in effect so long as the conditions imposed herein are complied <br />with. <br /> <br />The site shall be constructed and operated in accordance with the site plan consisting of five <br />(5) sheets, drawn by D.R. Griswold and Associates, dated June 16, 1992, revision date <br /> ,attached hereto as Exhibit A. <br /> <br />The stockpiled materials on the site relating to the processing of demolition concrete and <br />asphalt:into aggregate shall not exceed two hundred rifty thousand (250,000) cubic yards at <br />any one time. <br /> <br />Stockpile heights shall not exceed thirty-two (32) feet as measured from the existing <br />ground elevation over which it is placed. <br /> <br />All landscaping including trees, shrubs, sod, mulch,' pond area, irrigation systems, fencing <br />and the construction of the screening berm shall be implemented during the first phase of <br />this facility which shall be the stockpiling of rubble material. <br /> <br />The pcrmittee shall be required to conform to the Minnesota Pollution Control Agency <br />standards as to the regulation of noise, odors, dust and any other health and safety issues. <br />The p6rmittee shall provide the City of Ramsey with a copy of the MPCA Air Emission <br />Pemait~ and any other permits, correspondence or reports applicable to the Ramsey site. <br />The City shall uphold the State standards by requiring testing upon the premise that an <br />enviromnental problem may exist. <br /> <br />No stOCkpiling of material shall occur on the site prior to the issuance of the Air Emission <br />Permit from the Minnesota Pollution Control Agency (MPCA) for the Ramsey site. <br /> <br />Ail landscaping as mentioned above shall be completed prior to any crushing occurring on <br />the site, and plant materials shall be maintained and replaced as necessary on a permanent <br />basis. <br /> <br />9. A building permit shall be required for the construction of the scale-house. <br /> <br />10. <br /> <br />All construction of on-site bituminous surfaces with concrete curbing shall be completed as <br />presented on the approved site plan, attached hereto as Exhibit A, and bituminous surfacing <br />of 143i'd Avenue N.W. and Jaspar Street N.W. shall be completed prior to the issuance of <br />the conditional use permit and before any stockpiling of rubble or crushing occurs on the <br />site. <br /> <br />1]. <br /> <br />All on-site lighting and signage shall meet all City Code requirements and the approval of <br />City Staff prior to an3' installations. <br /> <br /> <br />
