Mayor Strommen stated the Planning Commission had requested a market analysis and asked <br />what that would consist of and bring to the table beyond the information already available. <br />Community Development Director Gladhill stated the study could determine whether the cost <br />figures reflective of structure parking are the same as construction costs Ramsey would <br />experience for structured parking; correlating cost per stall to the cost per unit; and, market rent <br />rates in Ramsey's market area. <br />Mayor Strommen asked if such a study would provide more site specific numbers. <br />Community Development Director Gladhill answered in the affirmative. <br />Motion by Councilmember Riley, seconded by Councilmember Kuzma, to Waive the City <br />Charter Requirement that the Ordinance be read aloud and Adopt Ordinance #14 -14, An <br />Amendment to Chapter 117 of the City Code, Which Chapter is Known as Zoning and <br />Subdivisions of the City Code of Ramsey, Minnesota. <br />Further discussion: Mayor Strommen stated the Planning Commission did a thorough job, is <br />looking out for the best interest of the City, and wants to assure the City is not giving up on its <br />vision and goals. She stated moving forward does not foreclose going with structure parking in <br />the future but would eliminate it as a requirement. Community Development Director Gladhill <br />stated there are a number of funding opportunities and this consideration is not adjusting the <br />development plan, which serves as the vision, but tweaking the requirement to achieve <br />development. <br />A roll call vote was performed by the Recording Secretary: <br />Councilmember Riley aye <br />Councilmember Tossey absent <br />Councilmember Kuzma aye <br />Councilmember Johns aye <br />Councilmember LeTourneau absent <br />Councilmember Backous nay <br />Mayor Strommen aye <br />Motion carried. <br />8. MAYOR, COUNCIL AND STAFF INPUT <br />City Administrator Ulrich announced upcoming meetings and events. He thanked Public Works <br />staff for its response to the recent snow event and City Clerk Thieling and election judges for the <br />smooth General Election. <br />Mayor Strommen extended the Council's appreciation to the City's staff and snowplow drivers. <br />She reported on the School District's consideration to make boundary changes to address the <br />over crowing issue at Ramsey Elementary.
