She noted the 2015 budget adds only one full -time Public Works position. <br />Finance Director Lund presented the 2015 preliminary levy summary, 2015 General Fund budget <br />and levy of $9,407,821, General Fund budget expenditure comparison, tax capacity rate and <br />total levy comparison since 2002, proposed tax rates for a median valued home, Ramsey's tax <br />rate history including Median Value Home Calculation (MVHC) exclusion, and tax capacity <br />rates for Anoka County cities. Finance Director Lund stated the local tax rate went down from <br />44.237% in 2014 to 42.177% in 2015, a reduction of 2.06 %. <br />Councilmember Backous thanked Finance Director Lund for her work on the City's budget <br />every year. He stated he has no concern with any of the numbers, as they have already been <br />reviewed several times by the Council. Councilmember Backous asked what information is <br />included in the public presentation. <br />Finance Director Lund described the issues that are required to be presented to the public. <br />Councilmember Backous asked if the HRA levy can be addressed earlier in the presentation. <br />Finance Director Lund stated this is a draft for the Council so they can understand what is <br />happening and she is aware that the focus for the public presentation is the HRA levy going <br />away and road debt being moved to the general tax levy. <br />Councilmember Backous asked Finance Director Lund to also break out personnel costs, and the <br />impact of change in the average market value increase so the public understands a portion of the <br />increase relates to new home construction. <br />Mayor Strommen agreed that is a key point as she received questions based on the newsletter <br />article as their value went down but their taxes went up. <br />Councilmember Backous asked staff to indicate that the impact relates to new homes that were <br />constructed. <br />Councilmember Riley pointed out that the information already indicates that the new home value <br />was added into the overall increase. <br />Councilmember Backous asked Finance Director Lund to break out the increase per fund (i.e., <br />General Fund, EDA, HRA, Debt Service) and to sort the list of Anoka County cities by 2015 tax <br />rate rather than alphabetically. <br />Councilmember Riley stated it is a bit misleading because each community has different tax <br />rates. <br />Mayor Strommen agreed and suggested staff describe the different services that impact tax <br />capacity rate. <br />City Council Work Session / November 12, 2014 <br />Page 2 of 9 <br />
