Regular Meeting Minutes dated October 28, 2014
Motion carried. Voting Yes: Chairperson Backous, Commissioners Riley, Kuzma, Johns, and
Strommen. Voting No: None. Absent: Commissioners LeTourneau and Tossey.
5. HRA BUSINESS
5.01: Transfer of HRA Assets to the City
City Attorney Langel reviewed the staff report and process to transfer the assets of the HRA to
the City prior to dissolving the HRA. He stated the HRA has already taken the first step to not
levy in 2015. City Attorney Langel explained the draft Resolution accomplishes the next step to
transfer all real estate, cash, and other property from the HRA to the City and directs staff to
undertake any amendments needed to existing agreements. He explained that this resolution will
also suffice to provide record of evidence that the transfer has occurred should there be an
outstanding easement issue. Once all of the transfers are completed, the HRA becomes inactive
and can be dissolved.
Commissioner Riley stated this resolution will accomplish the goal of the HRA to dissolve this
entity, which is another layer of government and a taxing authority. He stated it will also make
transactions more transparent and place the Council in charge of the City's assets.
Motion by Commissioner Riley, seconded by Commissioner Johns, to adopt Resolution #HRA-
14-11 -236, Approving Transfer of HRA Property to the City.
Motion carried.
