AbaS: Mayor Gilb~'tson. <br /> <br />Case ~8: i Request for Final Plat approval of Sibbel Addition, A minor <br /> ~Subdivision; Case of Werner Sibbel <br /> <br />Ms. Frolik stated ithat Mr. Sibbel owns 78 acres on the north side of 155th Avenue N.W. The <br />property curr~nfly~consists of five metes and bounds parcels and Mr. Sibbel is proposing to replat <br />the southern $8 a~es into four lots and retain his home on the northern 40 acre parcel. He is <br />proposing to ~eon~nue to have access to his home on the northern 40 acres parcel from 155th <br />Avenue avxoss what would now be Lot 1 of Sibbel Addition. Mr. Sibbel's son has a home on <br />what would be. LOt 2; Lots I, 3 and 4 would be vacant. Lot 1 would need a vfiriance to the 200 <br />foot street fr0~tage requirement. The Planning and Zoning Commission recommended final plat <br />approval contingent upon the developer providing a 66 foot easement along the western boundary <br />of Lot 2 to l~vid, for a future street access to the property to the north. The Park and Recreation <br />Commission i~eommended park dedication of $350.00 for each of the newly platted vacant lots for <br />a total of $1,050.00. <br /> <br />Mr. Sibbel and his son were present and questioned the reason for the park dedication fee and also <br />the 66 foot ea~' em~nt along the western boundary of Lot 2. <br /> <br />Park dedicati0n was explained to the and the easement was discussed. <br /> <br />Motion by C~uneilmember Beyer and seconded by Councilmember Peterson to adopt Resolution <br />g91-06-152 granting final plat approval to Sibbel Addition, a minor subdivision consisting of four <br />lots and one 0utlot consisting of a 66 foot easement on the boundary between Lots 1 and 2. <br /> <br />Motion carried. Voting Yes: Mayor Gilbertson, Councilmembers Beyer, Peterson, Cich and <br />Hardin. voting No: None. <br /> <br />Case g"/: Consider Adoption of Ordinance Regulating Premises Which are : Conducive to High-Risk Sexual Conduct <br /> <br />Chief Auspos stated the purpose of this ordinance is for the health and welfare of this community. <br />It deals with the spreading of sexual communicable diseases, mainly AIDS. <br /> <br />City Attorney Goodrich stated that the ordinance is not talking about a specific business or location <br />in Ramsey a~d that the ordinance must be content neutral. He stated the question is whether or not <br />the City wan~ to get involved in helping to prevent the spreading of these communicable diseases <br />or if the Ci~ iwants to leave that up to other agencies who are better equipped to deal with that. He <br />stated that Ifithe City does get involved, it will be challenged. He added this is a well-drafted <br />ordinance and should be upheld.
