9.12.01 PURPOSE 9.12 SIGNS The purpose 'of this ordinance is to protect and promote the general welfare, health, safety and order within ~e City of Ramsey through the establishment of a comprehensive and impartial series of standard~,~regulations and procedures governing the erection, use and/or display of devices, signs or sytn[~o~-slserving as a visual communicative media to persons situated wihtin or upon public right*~f-ways or properties. The provisions of this ordinance are intended to encourage creativity, a r~asonable degree of freedom of choice, an opportunity for effective communication and a sense of concern for the visual amenities on the part of those designing, displaying or oth~'w'ise utilizing needed communicative media for the types regulated by this ordinance, while at the same fim~ assuring that thc public health and welfare is not endangered. 9.12.02 DEFINITIONS Accessory ~Use means a use which is subordinate to the principal use being made of a parcel of land. Examples: Identification signs, off-street parking, off-street loading, telephone booths, etc. Advertising Sign means a sign, generally known as a billboard, which is used to advertise products, goOds or services not sold, produced, manufactured or furnished at the property on which it is 10Oared. Address Sign means identification numbers only, whether written or in numerical form. Area Identification Sign means a free-standing or wall sign which identifies a single-family or multi-family residential subdivision, a commercial development or an industrial park or office park and which is located on the same premises as the development it identifies. Attraction Board Automatic (Changeable Copy Sign) means a sign on which the copy changes automatically. Attraction Board Manual (Changeable Cop.,,' Sign) means a sign on which the copy is changed manually. Awning means a hood or cover which projects from the wall of a building, and of a Lvpe which can be retmcffed, folded or collapsed against the face of a supporting building. Banners and Pennants mean attention getting devices w, hich resemble flags and are of a non- permanent paper, Cloth or plastic-like consistency. Bench Sign means a sign which is affixed to a bench at a bus stop. Business Di~rectory Sign means a sign which identifies the names of the specific businesses located in a shopping center or business or industrial park and which is located on the premises of the center so identified. Business Sign means a sign relating in its subject maner to the premises on which it is located. or to productS; ac~ommoflarions, services or acfi'~dfies on the premises on which it is located.
