Councilmember Kuzma introduced the following resolution and moved for its adoption: <br />RESOLUTION #14 -11 -234 <br />RESOLUTION OF SUPPORT FOR ANOKA COUNTY FEDERAL FUNDING <br />APPLICATION FOR CSAH 56(RAMSEY BOULEVARD) RAILROAD UNDERPASS <br />IMPROVEMENTS <br />WHEREAS, CSAH 56 is an "A" minor arterial expander route that provides an important <br />north -south transportation connection in Anoka County; and, <br />WHEREAS, existing and future train traffic volumes are such that safety will become a <br />greater concern at the existing at -grade rail crossing of CSAH 56 north of U.S. Highway 10; and, <br />WHEREAS, existing and future traffic volumes on CSAH 56 are such that travel delay <br />congestion is and will continue to negatively impact the ability of the corridor to move traffic; and, <br />WHEREAS, in September 2014, the Cities of Ramsey and Anoka, along with the <br />Minnesota Department of Transportation, Anoka County, and the Metropolitan Council, completed <br />the Highway 10 Access Planning Study, which indicated a grade - separated rail crossing of CSAH <br />56 is warranted; and, <br />WHEREAS, on October 28 2014, the City of Ramsey adopted the Highway 10 Access <br />Planning Study supporting the mutual goals and objectives to improve the operations and safety of <br />Highway 10 in balance with local community values; and, <br />WHEREAS, the City of Ramsey views this proposed transportation improvement as an <br />opportunity to improve access to the Northstar Commuter Rail Station located within The COR <br />development; and, <br />WHEREAS, Anoka County desires to submit an application to the Transportation Advisory <br />Board to the Metropolitan Council for 2017 - 2019 to receive federal transportation funds to make <br />capacity and safety improvements on CSAH 56. <br />NOW THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF <br />RAMSEY, ANOKA COUNTY, STATE OF MINNESOTA, as follows: <br />1) That the City of Ramsey supports Anoka County in preparing and submitting a funding <br />application for constructing a grade- separated rail crossing of CSAH 56, north of U.S. <br />Highway 10, through the Roadway Reconstruction/Modernization category based upon <br />the preliminary layout as presented to the City Council. <br />That the City of Ramsey supports Anoka County's pursuit of federal funding for <br />constructing a grade - separated rail crossing of CSAH 56, north of U.S. Highway 10, in <br />Federal Fiscal Years 2017 - 2019. <br />
