We have received the sketch plan which consists <br />of one sheet drawn by Lynn Caswell of John Oliver and Associates dated <br />September 20, 1991. We offer the following comments: <br /> <br />General: The proposed plat is in the R-1 Rural Residential District and <br />consists of approximately 30 acres to be subdivided into 3 lots. <br /> <br />.Lot Sizes and Dimensions: The minimum lot width in the Rural Residential <br />District is 200 feel All three of the lots meet the minimum requirement. In <br />accordance with Section 9.20.11 of the Ramsey City Code, there is a <br />minimum lot size of 10 acres in the Rural Service Area. Lot 1 does not meet <br />the 10 acre minimum. However, City Code also states that when a parcel <br />acreage is not evenly divisible by ten allowing for a pro rata density of four <br />units per 40 acres, an additional lot may be developed only if the size of the <br />fractional parcel is at least 75% of that required for a single lot. This means <br />that even though pro rata interpretation of 40 in 40 requires 30 acres for 3 <br />parcels, parcels 27.5 acres in size are eligible for 3 lots. In this case, the <br />property owner does have the required 30 acres, but in order to meet the <br />minimum soil requirements for Lot 2, LOt I had to be platted at 75% of the <br />required minimum lot size. 'The Commission must determine if it is also <br />appropriate to allow for a 25% dev/ation from the 10 acre minimum lot size <br />in these types of situations. <br /> <br />Access to Lots: No construction of streets into the plat will be required. <br />The plat has been forwarded to the Anoka County Highway Department for <br />a recommendation regarding accesses onto 181st Avenue N.W. (County <br />Road #64). <br /> <br />$9i15: Each of the three tots created are shown to have a minimum of <br />approximately 41,00f3 square feet of Class I soits. City Code has adopted a <br />standard of 25% of a 2-1/2 acre lot or 27,225 square feet as being deemed <br />acceptable for the creation of an unsewered lot. <br /> <br /> <br />
