Case ~: Request f~ Site Plan ~.'~eview for a Cold Storage Warehouse; Case of <br /> John WeicL.~ and Associates <br /> <br />Zoning Administrator Yn'ol~ stated that John Weicht and Associates has applied for site plan <br />review to construct a 5250 ;:quare foot cold storage warehouse for Adolfson Peterson on Lot 2, <br />Block 1, I-IT-10 P, amsey 2~d Addition. 'l'he property is zoned I-1 Industrial and is approximately <br />10 ac-res in size. All four w:~-~!s of the structure are proposed to be 50% stucco. She added that <br />Adolphson-Peterson is no,...., .vr~sidering i.u-cafing their building further east and then expand the <br />fence to enclose the stmcmm.~ <br /> <br />The Commission offerecl their opinions on the most aesthetic appealing architectural treatments for <br />the building such as spruce ~ees for screening along County Road $$83, the access being hard- <br />surfaced and curbed at thc ~'ime Industry Avenue N.W. is extended, paving 50 to 100 feet from <br />County Road #83 to help keep dirt, etc. off of County Road $$83 which could be a safety hazard, <br />and to pay more attention to the details on the building. The Commission felt there would be no <br />need to blacktop around thc building. <br /> <br />Motion by Commissioner Deemer and seconded by Commissioner 1 -sDue to recommend that City <br />Council approve the site pta~ ~or a cold storage warehouse on Lot 2, Block 1, HY-10 Ramsey 2nd. <br />Addition with the following conditions: Spruce trees planted along County. Road $$83, <br />blacktopping a 50 to 100 foot approach from Count3, Road $$83 to a/d safety, and pa~ng attention <br />to detail on the building to make it more aesthetically pleasing. <br /> <br />Motion ean'ie, xL Voting Yes: Chairman Zimmerman, Commissioners Deemer, LaDue, Bawden, <br />Hendrikscn and Thorud. Voting No: None. <br /> <br />Case #3: <br /> <br />Request for a Conditional Use Permit to Establish Professional <br />Offices and Daycare F,~eilities in the R-1 Rural Residential District at <br />6139 - 157~h Lane N~W.; Case of Northern Counties Secretarial <br />Services <br /> <br />Commissioner Hendriksen asked Mr. Zylla how significant a pre-approved expansion is to <br />Northern Counties Sec-rem_rial Services proposal. <br /> <br />Mr. Zylla explained that his original advice to his clients was not to apply for a conditional use <br />perrrst on th/s particular property because their investment would be jeopardized if there furore <br />ex?ansions were not a.rrprove, d. He staxed it is absolutely critical that the expansion be approved as <br />it doesn't make sense to make such a large investment a_nd then not be able to expand. He <br />suggested the Co~ ,',i~sion de, de upon s setback requirement to protect the neighbors as opposed <br />to denying Ms clients approx-~i of an exi~.msion. He added that the scale for the expansion was <br />arrived at :h'om the 1973 expansion projection plans submined by Lord of I ~ife Church. <br /> <br />Chairman Zimmerman stated that the expansion part of th.is proposal was not noted in the public <br />hearing notice and since it is a sSgnfficant issue, a decision should not be m~de tonight. <br /> <br />Commissioner Henfirik,en felt that the Commission was offered very little information regxrdi.ng <br />the exp~n;ion which makes it var>., difficult to assess the impac[ on the neighborhood.
