October 28, 1991 <br /> <br />Ms. Sylvia Frolik <br />City of Ramsey <br />15153 N owthen Blvd. NW <br />Ramsey, MN 55303 <br /> <br />REOEIVED <br /> 1.9o91 <br /> ............ <br /> <br />Dear Ms. Frolik: <br /> <br />Enclosed are two plan reproductions which show the Lord of Life <br />Lutheran Church site with a future play area and the maximum <br />development proposed for the site by Northern Counties Secretarial <br />Services (NCSS). <br /> <br />The Phase I plan reveals minor modifications to the existing site <br />by addition of the 2,000 square foot outdoor play area, no changes <br />to the building and removal of the two out-buildings. 103 spaces <br />are currently stripped on the existing bituminous parking surface, <br />68 more than required by code. <br /> <br />The second plan shows the future development of the property <br />anticipating municipal sanitary sewer. We have shown 15,000 square <br />feet of additional building and an expanded play area in addition <br />to five single-family lots. The parking area is modified and <br />contains sufficient parking spaces per code for 22,000 square feet <br />of professional offices. The bituminous access to 158th Lane <br />would be closed as the single-family lots are platted. <br /> <br />Northern Counties Secretarial Services requests that the <br />conditional use permit approval allow expansion of the existing <br />church building for professional offices and day care to the <br />maximum square footage building areas shown on the plan. NCSS <br />would be subject to site plan ~pr(~vals and all building and fire <br />code reviews at the time of any application for expansion to the <br />building. <br /> <br />It is anticipated that any futu.~e expansions to the building would <br />be phased. Modifications to the parking area would not occur until <br />the property is platted for single-family housing as municipal <br />sanitary sewer becomes available. <br /> <br />If the Phase I day care use is implemented, the preschool and <br />toddler population would not exceed 66 students with a staff of 10 <br />adults. Hours of operation would be 6:00 a.m. to 6:00 p.m. If the <br />day care use is not implemented, NCSS would utilize the space for <br />professional office. <br /> <br /> <br />
