PUBLIC HEARING <br />PLANNING AND ZONING COMMISSION <br />CITY OF RAMSEY <br /> ANOKA COUNTY <br /> STATE OF MINNESOTA <br /> <br />The Ramsey Planning and Zoning Commission conducted a public hearing on Tuesday, October 1, <br />1991 at the Ramscy Municipal Center, 15153 Nowthen Boulevard N.W., Ramsey, Minnesota <br />55303 to ~i. <br /> hear a r uest for a conditional use permit to establish professional offices and daycare <br />facilities in tl~9 1 Rural Residential District at 6139 - 157th Lane N.W.; Case of Northern <br />Counties S~al Services. <br /> <br />Members Present: <br /> <br />Chairman Gerald Zimmerman <br />Commissioner David Bawden <br />Commissioner Benjamin Deemer <br />Commissioner Terry Hendriksen <br />Commissioner Charles La.Due <br />Commissioner Bradley Thorud <br /> <br />Also Present: <br /> <br />Zoning Administrator Sylvia Frolik <br /> <br />Members Absont: Commissioner Michael Terry <br /> <br />CALL TO ORDER <br /> <br />Chairman Zirr~n~ erman called the public hearing to order at 7:32 p.m. <br />PRESENTATION <br /> <br />Mr. Dennis Zylla, Consultant for Northern Counties Secretarial Services, stated he was present to <br />help his clients, obtain public approval. He introduced Carol Owens and Rosalind Kiki, Principals <br />of Northern .COunties Secretarial Services, and stated their proposed use of the church is to use <br />one-half of thg building for secretarial services and the other half for a daycare facility, subject to <br />State approval He stated the expected employment within the facility would be about 20 to 30 <br />which would [not generate a lot of trips per day in and out of the facility. He stated that <br />professional ~office$ would be a less intense use of the property than the church. Mr. Zylla stated <br />that within th~ conditional use permit, Northern Counties Secretarial Services is also asking for <br />pre-approval to expand the subject facility on the property by an additional 15,000 square feet. <br />Mr. Zylla noted that the proposal adds taxable value for the community and the school district and <br />will add to thc community employment base. He stated a neighborhood meeting was held on <br />September 16~: 199.1 and Pastor Anderson from Lord of Life Lutheran Church and about four or <br />five of the suri'ounding landowners were present. He felt the people who attended the meeting <br />seemed t° be si~pporrive of the proposal. <br /> <br />Upon inquiry }f the operation would be Monday through Friday, Ms Kiki stated that with the <br />emergency mqdieal transcription business, there would be someone there every day, including <br />holidays. <br /> <br />Upon inquiry ~ to the number of children the daycare facility would house, Ms. Kiki replied that it <br />would depend ~n the size of the building and what the State allows.
