Development ~uth°rity which would then be responsible for planning, development, infrastructure <br />improvements~ code enforcement and other activities regardless of whether the issue, project or <br />land is found ¢tithin the City of Anoka or within the City of Ramsey. He added that if a TIF <br />industry locates in the area, the increment would be dealt with by the Authority as opposed to either <br />of the cities. Staff feels that this Joint Economic Development Authority proposal would benefit <br />both commumUes and they are asking for feedback from both Council's. <br /> <br />Anoka Councilmember Mann stated that the problem with Anoka's industrial park is that their <br />people are not J~hat ~'hungry" so there appears to be no incentive to get out and do something. He <br />personally feels that whatever could be done would be advantageous and there are a lot of <br />possibilities b~ hav~ing an industrial park together. He felt the cities would really have to work to <br />sell the area as~oth~r places have a lot more advantages. He felt the two issues are: 1) to get the <br />Anoka people lto want to market the idea; and 2) the more roads there are the more it draws <br />people. <br /> <br />Mr. Nagel stated that addressing this jointly makes sense. He felt that Anoka would be the fin-st <br />part to be devOloped as they have the f'zrst available land on Highway #10. As the development <br />moves further I out, there would be more taking place in Ramsey. He thought that by working <br />together, it would enhance the chance of big industry. <br /> <br />Mr. Kirchner agreed that an overall plan should be developed which could lead to the bigger <br />picture later 63. He suggested a joint market agreement, which would be a way to test the <br />Economic DeVelopment Authority to see if this idea would work. He said that maybe each City <br />wouldn't totally agree on the exact same standards but that would be okay too. <br /> <br />Anoka MayorBeberg stated we could go on to the state and national market which would be <br />beneficial to b6th cities. <br /> <br />Mr. Kirchner stated there is a lot of acreage with high quality services and he could see good sized <br />distributing cetiters relocating to this area in the future. <br /> <br />Mayor Bebergistated he likes the idea of "dreaming" and he'd like to see the two City Staffs get <br />together and discuss this proposal further. He stated he is excited about the idea. <br /> <br />Ramsey Counoilmember Hardin stated that a joint marketing agreement is a great idea; however, he <br />expressed condern about the road alignment. <br /> <br />Mr. SchroedcrF. stated that with regard to McKinley Street, Ramsey has utilities through where the <br />McKinley rigSt-of-way is intended to be. Ramsey has not acquired the utility easement yet. It <br />would be more expensive to acquire road easements. The property owners are of the opinion that <br />we intend to c0nstmct the road.' He asked if the Anoka Council is interested in seeing Ramsey do <br />that. : <br /> <br />Mr. Nagel asked how soon Ramsey needed feedback from Anoka on this issue. <br /> <br />Councilmeml~.
