Discussion ela~ ued ~-egarding the City of Ramsey possibly being able to train officers for the DARE
Program with he aid of this funding and also because the fifth graders will probably be housed at
the elementarj~'sch0ol in Ramsey in 1992 instead of being sent to Sandburg.

Anoka Counc[lmember Mann stated that the City of Anoka has a separate Board working on
Community $¢hoc~J issues and there seems to be a better working relationship due to that Board.
He stated if $ _o~rneone is working with the community school, you know how the money is being
spent. He felt it is imperative for the City of Ramsey to have someone doing the same.

Mr. Nagel sta!F-xt they have given community education a year to make it work, if it doesn't they
are going back to the basic service and the City will do it's own activities. The Park Board will
work on it.

Facility Maintl~nance and Janitorial Services - Mr. Nagel stated that Anoka currently has a Facility
Maintenance Staff and contracts for janitorial services. The City of Ramsey currently has one
Building Ma,irRena!3ce Worker. It had been briefly discussed whether or not the two communities
can trade janit6rial for repair services.

Property Appraisal- Mr. Nagel stated that the City of Anoka has two full-time Appraisers and one
part-time appt~aiser. He added that while the City of Ramsey has a full-time Assessor' Who
appraises all:o~ the~ commercial and residential property, there are periods of time where he could
use assistancei! Mr. Nagel stated that the City of Anoka Appraisers could probably "pick up the
slack".

Animal ContrOl - Mr. Nagel stated that the animal control issue was discussed back in February
and maybe it i~ time now to look at other options.

Ramsey Coun~ilmember Peterson stated that the City Staff's are open to any other areas where
possible shared services could be utilized and asked for Council feedback.

Anoka MayoriBeberg stated that the City of Anoka put a list together of services and equipment
they share wit~ other cities and sent that to Governor Carlson. He offered to supply that same list
to Mr. Schroeder.

Mr. Nagel stated that the Cities of Anoka and Ramsey have a list of each other's Public Works
equipment. H~ added that the general concept of this case is to determine if there is a consensus to
explore these ~arei:l services further.

Anoka Mayor fBeberg stated he would be willing to take a good look at these issues. He felt that
Mr. Nagel and)Mr. :Schroeder should discuss them further.

Anoka Coun¢i!member Mann stated he feels these joint meetings are very effective and that maybe
a meeting suC~ as this should be scheduled every three to four months. This would allow for each
city to let th~ other one know what's going on in the present rather than after-the-fact. He
expressed a hope that this meeting is the beginning of what to expect in the future.

Ramsey Coune, flmember Peterson expressed the feeling that these meetings are needed also.

Joint City Council/Ramsey/Anoka - September 4, 1991
Page 8 of 10
