Case #4: ~Rat~es and Charges - Land Use Applications <br /> <br />Finance Offi¢~ Helling proposed that the City adopt a non-refundable application fee of $50.00 for <br />all land use applications, bill staff time on an hourly basis and charge the applicant for consulting <br />and publishitlg~iexp~nses at City cost. Mrs. Helling explained that the $50.00 non-refundable fee is <br />to establish, maintain, issue statements and refund any balance for the escrow account. <br /> <br />Councilmemb~r Cich stated he has reservations about charging 2-1/2 times the employee hourly <br />rate for staff rice When residents pay taxes to get services. <br />Mayor Gil~on Stated that if the land use application is for personal gain, the staff time should <br />not be picked tip bY the taxpayer, it should be paid by the person who will benefit. <br /> <br />Motion by Co~ncilmember Peterson and seconded by Councilmember Beyer to direct City Staff to <br />draw up a re~JufiOn adopting the $50.00 fee charge plus staff hourly rate of 2-1/2 times (insert a <br />number as opL!osed to the language 2-1/2 times the hourly rate) and to include the recommended <br />escrow chart ~d place this resolution on the September 24, 1991 Consent Agenda. <br /> <br />Motion carrie2!. Voting Yes: Mayor Gilbertson, Councilmembers P,eterson, Beyer, Cich and <br />Hardin. Voting No: None. <br /> <br />Case #lA: !Resolutions Adopting Assessments for 1991 Sealcoating <br /> !'ImProvement Projects <br />Motion by COUncilmember Cich and seconded by Councilmember Beyer to adopt Resolution ~91- <br />09-210 adopt/~ng assessment for Improvement Project #91-02 - sealcoating Flintwood Hills <br />Addition. ; <br /> <br />Motion carried. Voting Yes: Mayor Gilbertson, Councilmembers Cich, Beyer, Hardin and <br />Peterson.
