PUBLIC HEARING <br />PLANNING AND ZONING COMMISSION <br />CITY OF RAMSEY <br /> ANOKA COUNTY <br /> STATE OF MINNESOTA <br /> <br />The Ramsey Planning and Zoning Commission conducted a pubhc hearing on Tuesday, October 1, <br />1991 at the Ramsey Municipal Center, 15153 Nowthen Boulevard N.W, Ramsey, Minnesota <br />55303 to hear a request for a conditional use permit to estabhsh professional offices and daycare <br />facilities in the R-I Rural Residential District at 6139 - 157th Lane N.W.; Case of Northern <br />Counties Secretarial Services. <br /> <br />Members l~s~nt: <br /> <br />Chairman Gerald Zimmemmn <br />Commissioner David Bawdcn <br />Commissioner Benjamin Deemer <br />Commissioner Terry Hendriksen <br />Commissioner Charles l ~r)ue <br />Commissioner Braddey Thorud <br /> <br />Also Present: <br /> <br />Zoning Administrator Sylvia Frolik <br /> <br />Members Absent: Commissioner Michael Ten-y <br /> <br />CALL TO ORDER <br /> <br />Cha/rrmn Zimmerman called the public hearing to order at 7:32 p.m. <br /> <br />PRESENTATION <br /> <br />Mr. Dennis Zylla, Consultant for Northern Counties Scc-'rerar/al Services, stated he was present to <br />help his clients obtain public approval. He introduced Carol Owens and Rosalind KikS, Principals <br />of Northern Counties Secretarial Services, and stated their proposed use of the church is to use <br />one-half of the building for secrerar/al serv/ces and the other half for a daycare facii/r3', subject to <br />Stare approval. He stated the expected employment within the facil/t3, would be about 20 to 30 <br />which would not generate a lot of trips per day in and out of the fac/liW. He stated that <br />professional offices would be a less intense use of the property than the church. Mr. ZyLla stated <br />that ~4thin the conditional use permit, North~ Counties Secretarial Services is also a.~king for <br />pre-approval to expand the su~ect fac-il/tv on the propm-ty by an ndr~irional 15,000 mua.re feet. <br />/VL'. Zylia noted that the proposal adds taxable value for the commumt3' and the school diswict and <br />Mil add to the community employment base. lie stated a neighborhood meeting was held on <br />September t6, 1991 and t:;astor Anderson from Lord of Life Lutheran Church and about four or <br />five of the sm'rounding Landowners were present. He felt the people who attended the meerLng <br />seemed to be supportive of the proposal <br /> <br />Upon inqu/ry if the overafion would be Monday through Friday, IVLs Kik5 stated that w/th the <br />emergency m~:Lic, al transcription business, there would be someone there every day, including <br />holidays. <br /> <br />Upon inquiry as to the number of chilfimn the daycare fact/fy would house, Ms. Kik4 replied that it <br />would cieopend on the size of the building and what the Stme allows.
