Horton Homes have submitted a preliminary plat that proposes to <br />subdivide a tot~il of 22.4 acres contained within the Ramsey Town Center Addition plat. Approximately <br />13.5 acres on t~is plat will be subdivided as outlets. The remaining 8.9 acres will platted as residential <br />lots and street gight~of-ways. The subject property is north of the platted right-of-way of East Ramsey <br />Parkway and w~st of Ramsey Blvd. The preliminary plat shows a total of 103 total housing units (77 row <br />house toWnhon~s and 26 back to back condominium units). <br /> <br />The following items are enclosed for your review: <br /> <br />a) <br />b) <br />c) <br />d) <br />e) <br /> <br />: Site location map <br />"Preliminary Plat Submittal dated December 23, 2003, Revised January 16, 2004 <br />!Draft Planning Commission Meeting Minutes dated February 5, 2004 <br />[City Staff Review Letter dated January 30, 2004, Revised February 20, 2004 <br />[;ProPosed resolution to approve preliminary plat <br /> <br />Notification: <br /> <br />In accordance With City Code residents within 700 feet were notified of the preliminary plat. <br /> <br />Observations: ' <br /> <br />The property : iS currently zoned Town Center 4b Neighborhood District (TC-4b). The TC-4b District <br />allows for resld~ntia! uses at a net density of up to 15 units per acre. The plat shows a net density of 11.5 <br />units per net aer. e. The TC-4b District allows for townhomes and condominiums.· <br /> <br />The plat shows ~7 townhomes in 16 separate buildings. (7 four-unit buildings, 5 five-unit buildings, and <br />4 six-unit buildings); The 22 condominiums are located in three buildings (2 eight-unit buildings and 1 <br />ten-unit ). Detailed ~eview of the plans and elevations of these units will be done as part of the site plan <br />approval procesS. <br /> <br />In reviewing the layout of the lots and units as part of the sketch plan review, Staff had several <br />observations about the lot configuration as part of the sketch plan review. Below is a listing ~of the <br />concerns and th6ir resolution: <br /> <br /> · Locqtion., of open space: Staff suggested that the Developer look at relocating the open space <br /> e0n~ined on in the middle of the western units. After discussion with the Planning <br /> C°n~imission and the City Council, it was determined that the original location of the western <br /> gte ~e~n space was acceptable subject to the provision of some additional green space with the <br /> eastern units. Additional green space has been provided between the back to back <br /> r <br /> c°ndomiiaium units in the form of trails and plantings. <br /> <br /> · Uni~Pla~ement: With the advent of a significant amount of townhomes within the City of <br /> Rarasey, ~there has been concern rinsed on the look and feel of havmg a great wall of units <br /> vi~v~ed tSom a street. From the unit elevations provided it appears that that the individual <br /> unit~ will have architectural articulation and the units themselves will. vary in setbacks from <br /> <br /> <br />
