Mr. Tinklenbe?~g replied yes. <br /> <br />Councilmemb~ Pearson inquired if the AUAR is used with the environmental impact statement <br />(ELS). <br /> <br />Mr. Tinktenberg explained that with the EIS they would break off each segment along the <br />corridor and determine the impact of the improvements to each specific area. <br /> <br />Ms. Ruehle noted that the AUAR provides for some protection to the City if someone where to <br />appeal a decision based on environmental issues. In order to complete an EAW or EIS they <br />would have to have a specific project. <br /> <br />Mr. Obery stated that it seems that the issue with the Mayor has to do with timing because there <br />is a gap between the expiration of the moratorium and the adoption of the official mapping <br />process. The i:luestion is, are people serious enough to come forward and develop pieces of <br />property during that period. The City has to be aware that MnDOT has a lot of risks as well. If <br />development occurs on the property it impacts MnDOT more than it would impact the City. <br /> <br />Councilmember Kurak inquired if there was any chance that the road could be moving somewhat <br />to the south than its current location because the road is widened. <br /> <br />Assistant Director of Public Works Olson replied that that is exactly one of the reasons they are <br />going to do the :EIS for the interchange at Ramsey Boulevard. <br /> <br />Mr. Obery explained that the surveying is done to establish the official boundary of the area that <br />would be officially mapped. The simplest highway improvement would be to try and maintain <br />the existing alignment as much as possible, but the problem is access. <br /> <br />Councilmember Cook stated that it sounds like they are farther along with moving forward with <br />the construction of interchanges and if so are they going to be in line with the official mapping <br />and will they be large enough to accommodate the six lanes. <br /> <br />Mr. Tinklenberg replied that the City received federal funds to look at existing demands and <br />future dcmandsrand what the best design would be. That becomes less of a theoretical exercise <br />once they look at potential development south of the corridor. That is why that federal money is <br />so importm~t. <br /> <br />Assistant Director of Public Works Olson noted that they all feel very strongly that if they do <br />build an interchange it should be in its permanent location. <br /> <br />Mayor Gmnec Stated hypothetically if everything were to go into affect May 1st with the H-1 <br />ordinance and the official map and he owned a piece of property that the City would allow him to <br />develop up to 35 percent of the surface area and he came in with a proposal meeting the 35 <br />percent rcquirement he would be allowed to develop his property. <br /> <br />Ms. Ruehle replied that that was correct. <br /> <br />City Council Work Session/January 6, 2004 <br /> Page 6 of 13 <br /> <br /> <br />
