City Administrator Norman suggested that Council could direct The Tinklenberg Group to <br />negotiate diree~tly with the remaining property owners for the easements or full property <br />acquisition, which would then allow the City to move forward with the project. <br /> <br />Councilmember Cook stated that he would like to see the project completed, but he did believe <br />that there are some properties that are not receiving benefit fi'om the pipe and yet being required <br />to pay for it. <br /> <br />Councilmember Kurak inquired if The Tinklenberg Group would be negotiating for full property <br />acquisition or just for the easements. <br /> <br />City Administrator Norman replied that they could keep both options open. <br /> <br />Assistant Director of Public Works Olson noted that until the official mapping process is <br />completed the City is not able to utilize RALF funds for property acquisition. <br /> <br />City Administrator Norman replied that they could negotiate a delayed sale. <br /> <br />Councilmembel' Cook suggested that The Tinklenberg Group negotiate with the Deals on Wheels <br />property owner, and the Holasek & Hamilton property owners for property acquisition. <br /> <br />Consensus of the Council was for The Tinklenberg Group to have discussion with the property <br />owners within the Mississippi Subdrainge district. <br /> <br />Councitmember Elvig arrived at 7:15 p.m. <br /> <br />City Administrator Norman replied that staff would bring forward a case next week for Council <br />authorization. <br /> <br />Mayor Game¢ recessed the City Council work session at 7:22 p.m. <br /> <br />Mayor Gamec galled the City Council work session back to order at 7:33 p.m. <br /> <br />2) D.R. Horton Ramsey Town Center Project <br /> <br />Assistant Community Development Director Trudgeon explained that Ramsey Town Center, <br />LLC and D.R. Horton Homes have submitted a sketch plan to develop 97 townhome and <br />condominiums on 7.96 acres contained in Outlet BB of the Ramsey Town Center Addition Final <br />Plat. The proPOsed development will take place north of the recently approved PACT Charter <br />School and the iproposed East Ramsey Parkway. The subject property is currently zoned Town <br />Center-4b Neighborhood District (TC-4b). The TC-4b District allows for residential uses at a net <br />density of up to 15 units per acres. The sketch plan shows a net density of 12.1 units per acre. <br />There were several items that staff raised as part of the sketch review as outlined in the City staff <br />review letter dated November 26, 2003, At their December 4, 2003 meeting, the Planning <br />Commission reviewed those items. The Planning Commission stated that they would like to <br />have some more green space on the east side of the development and they were comfortable with <br />the use of private and public streets as recommended by City staff.
