Ramsey, Centr~tl Rural ~erve CCRA Study <br />The City identified the Central Rural Reserve Area (CR1L~) for future redevelopment of a 970 acre area which was <br />subdivided into rural resi~lential lots (1 and 2.5 acre) for single-family homes on septic. The CRRA contains 970 acres <br />that includes Ramsey Cer[tral Park and 570 single-family homes. The site is just north of the City's new Town Center <br />development that is serve~l by regional infrastructure. The grant request focuses on developing implementation tools to <br />facilitate redevelopment ~at optimizes land use, promotes infill and redevelopment opportunities, increases housing <br />choices for area residents;, and increases housing inventory. The City identifies the boundaries of the redevelopment area <br />as part of the comprehens!ve pianning process and completed master planning process for the adjacent Town Center area. <br />The results and tools of tl'/.e study will focus on how the transition from rural to more urban growth will work in Ramsey <br />and will provide for a fra~ew0rk for other municipalities. To preserve the area, the City restricts additional development <br />of this area to 4 in 40 donjity until the City completes the study to determine how to redeveloP the CP,_R~ at urban <br />densities that builds on th~ Town Center. <br /> <br />The City requested $33,000 to complete the CRRA study including inventory of existing land uses and natural features; <br />infrastructure, identificatiOn of development scenarios, determination and design of infrastructure, financial analysis and <br />implementation of land use and regulatory tools.
