CASE #12~ Health and Life Insurance for 1991

Mr. McAIoney explalned the case as presented to the Personnel
Committee In November and the LOGIS plan seemed to be the most
logical. It was submitted to the Council. Since then new
information has become available. Due to changes in the LOGIS
policy, If the coverage Is extended to regular part-time employees,
the City of Ramsey must contribute 50 to 75 percent of the
insurance premium cost, which would result in an additional cost to
the City of $?00 to $1,300 per year per regular part-time employee.
At this time, there ls only one part-time employee; however, It
would apply to every part-time employee hired in the future whether
they needed it or not. She recommended approving the 199! health
and life insurance with LOGIS for full-time, benefit-earning
employees only.

[~OTION by DeLuca, Seconded by Pearson, adopting Resolution
R~90-~2-375 health and life Insurance through Local Government
Information Systems (LOGIS) for benefit-earning employees. Motion
carried unanimously.

CASE ~13: Consider Employment Agreement of City Administrator

Mr. Hart]ey submitted his letter of resignation which is contingent
upon approval of a Resolution granting him three months severance
pay. He stated he believes this is in the best interest of the
City.

Attorney Goodrich advlsed the Statute allows a City to grant
severance pay for up to one year. In reviewing Mr. Hart]ey's
Employment Agreement, which is for the years ~990 and 1991, If the
Council wanted to dismiss him, he would have to be paid a one-year
increment. It was his opinion that it may De a benefit to the City
to pay the three-month increment rather than one year of severance
pay if the new Council would dismiss him°

MOTION by Cich, Seconded by Pearson, to move Resolution #90-12-
376 (three months severance pay for Mr. Hart]ey and accepting his
resignation) FURTHER DISCUSSION: Councilmember Pearson hated to
see Mr. Hart]ey leave, feeling there was a good working
relationship and that he had done a fine job for the City.

Douq Fountain - stated as a representative of the community, he
is sorry to see Mr. Hart]ey leave, statlng Mr. Hartley did a
wonderful 3ob. He thanked him for his services°

VOTE ON MOTION: Carried unanimously.

CITY COUNCIL/DECEMBER ii, i990
