Because of the staged approach to this expansion, I would like to preface my <br />review comments for.the benefit of the Planning and Zoning Commission members, who will be <br />considering this site plan. <br /> <br />As I understand from our conversation of last week, the proposed Phase I expansion which you <br />are currently reqi~esting will be an integral part of a larger expansion scheduled to take place in <br />1992 or 1993 which will increase the overall production capacity of your plant. Phase I will <br />involve only th~ construction of a 5,460 square foot building addition to your existing pipe <br />building. Cons~ ~d~ring the fact that the overall site itself is in excess of 64 acres, it is reasonable to <br />conclude that thus expansion will have a 'relatively insignificant effect on many of the site plan <br />review concerns~ YOu also expressed a degree of urgency in proceeding with Phase I of this <br />expansion. In coi'tsiderafion of the aforementioned circumstances, I believe it would be reasonable <br />to consider several elements of the site plan review including parking, landscaping and screening, <br />drainage, curbing and hard-surfacing during the review process for Phase II of the expansion. At <br />the time of the Phase II site plan review, we will expect the level of detail normally required for <br />such reviews. 1 6ffer the following comments regarding the proposed Phase I expansion: <br /> <br />l) <br /> <br />Zoning a/~d Land Use: The subject property is zoned B-W Business Warehouse. To <br />the North lies Altron and Gateway North Industrial Airport which are zoned I-1 <br />Industrial; to the West lies Foster Cemetery and Gateway North Industrial Airport <br />which is zoned B-W. The site is bordered on the South by the Burlington Northern <br />Railroad;rand to the East lies property zoned I-1 and owned by Danny's Aluminum. <br />Approximately 162 feet along the Northeast comer of the site lies along the right-of- <br />way of C0unty Road 116. The land across County Road 116 is vacant and is zoned I-1 <br />Industrial. <br /> <br />2) <br /> <br />Setbacks: The nearest portion of the Phase I expansion will be more than 97 feet from <br />the nearest property line. This is by far in excess of the minimum required for this <br />district.: It should also be noted that the proposed expansion will not fall within the <br />building ~striction line for the runway of the adjacent Gateway North Industrial Ah'port <br />as it is cu~ently identified on the latest airport layout plan. <br /> <br /> <br />
