COMMISSION ;BUSINESS <br /> <br />~iseussion of Lower Rum River Water Management Organization. <br /> <br />Mr. Jankows!d ~stated that the Lower Rum River Water Management Organization (LRRWMO) has <br />adopted guiddines for improving water quality within the watershed. To implement the <br />guidelines, theiWMO must establish a permitting procedure for development in the district. The <br />cities of Ramsay and Anoka were in favor of the city controlled permit procedures and Andover <br />and Coon Rapkls were in favor of a WMO permitting procedure. As a compromise, the WMO <br />prepared an al~xernafive permitting procedure whereby the permitting procedure for smaller <br />developments Would be reviewed by the City and larger developments would be reviewed by the <br />WMO. <br /> <br />Chairman zimmcrman and Commissioner Deemer were opposed to adding another layer of <br />government an~t another level of regulations in Ramsey. <br />Motion by CommiSsioner Bawden to recommend that the City Council support the alternative <br />permitting pr0e~ure presented by the Lower Rum River Water Management Organization. <br /> <br />Motion failed for lack of a second. <br /> <br />Mr. Jankowski noted that if the member cities of the WMO cannot agree upon a permitting <br />proeedure, then' Metropolitan Council will take control over the district. <br /> <br />Motion by COmmissioner Deemer and seconded by Commissioner Terry to recommend that City <br />Council suppo~ the City directed permitting procedure with regard to the Lower Rum River Water <br />Management Organization. <br /> <br />Further discussion. Commissioner Bawden noted that the four member cities already voted with <br />respect to city ~lireeted permitting procedure versus WMO permitting procedure and the issue is <br />deadlocked. Tl~e issue at this point is whether or not the four member cities will be agreeable to the <br />alternative perrmf'tting procedure. . <br /> <br />Motion carried~ Voting Yes: Chairman Zimmerman, Commissioners Deemer, La.Due, Terry and <br />Thorud. Voting No: Commissioner Bawden. Absent: Commissioner Hendriksen. <br /> <br />Motion by Corfimissioner Deemer and seconded by Commissioner Thorud to recommend that City <br />Council adopt a no,wake ordinance identical to that which was adopted by the City of Anoka for <br />the common boundary area between Ramsey and Anoka. <br /> <br />Further discussion. Commissioner Deemer explained that the City of Anoka adopted a no-wake <br />ordinance which affects the common boundary area between Anoka and Ramsey which extends up <br />to 145th Avenue on the Rum River and includes most of the River's Bend development. <br />Commissioner Deemer noted that it is virtually impossible for Anoka to enforce their ordinance in <br />that area if RarfiseY does not adopt a similar ordinance. <br /> <br />Motion carried. Voting Yes: Commissioners Bawden, Deemer, LaDue, Terry and Thorud. <br />Voting No: Chkinnan Zimmerman.
