Motion by ~ssioner LaDue and seconded by Commissioner Deemer to table Mr. Vevea's <br />request for si~ plan review until the special Planning and Zoning Commission meeting scheduled <br />for October 16, 1990. <br /> <br />Further dtseussaon, The Commission consensus was that prior to the October 16, 1990 meeting, <br />Mr. Vevea should meet with the City Engineer to review drainage plans for the property and Ms. <br />Frolik was itas~'ueted to place Mr. Vevea's case as Item #1 on the October 16, 1990 Agenda. <br /> <br />Motion carrie21. Voting Yes: Chairman Zimmerman, Commissioners Bawden, Deemer, LaDue <br />and Thorud. ¥ofing No: Commissioner Terry. Absent: Commissioner Hendriksen. <br />~ i,.DiSeussion Re~,ardin~ Possib]{: Modifications to the Procedure for <br /> ~,Process~n~ Subdivision Anolications. <br /> <br /> · <br />Ms. Frohk re0alled that on September 4, 1990, Commissioner Deemer requested that a case be <br />added to thc ~Cortm~issions Agenda regarding the possibility of modifying the procedure for <br />processing sul~livision applications to require that the sketch plan be reviewed by the Park and <br />Recreation Co'remission prior to the Planning and Zoning Commission. Ms. Frolik stated that <br />requiring su~visi0ns to be first reviewed by the Park and Recreation Commission would result in <br />two months b~ing devoted to sketch plan review, which might be considered excessive since the <br />intent of sket¢la plan is a conceptual review. Ms. Frolik stated that another concern of hers is that <br />the Park anti l~eevoafion Commission has been charged with reviewing plats for appropriate park <br />dedication r~q~uire~ents and the Planning and Zoning Commission should be assured that when <br />they receive~tlie p .m. liminary plat, the recommendations of the Park and Recreation Commission <br />will be refleoted on n. <br /> <br />CommissionerDeemer stated that his reasons for bringing this up for discussion was his concern <br />that preliminaj'y plats are being approved with contingencies that are never followed up on. <br />Commissioner: Deemer stated that, in his opinion, the process either had to be modified or the <br />Planning and Zoning Commission should be added to the final review process of a plat. <br /> <br />Mr. Otto state4t that if the procedure is modified, then the City would be asking the Park and <br />Recreation COmmission to review a sketch plan for park dedication without benefit of any <br />topography information which is available at preliminary plat stage. <br /> <br />The Commissi~)n consensus was to retain the platting procedure in its current order, knowing that <br />if it becomes g, eceSsary, the Planning Commission can call for a preview of the preliminary plat <br />prior to scheduling the preliminary plat public hearing. <br /> <br />ADJOURNMENT <br /> <br />Motion by Commissioner LaDue and seconded by Commissioner Deemer to adjourn the regular <br />meeting of the Planning and Zoning Commission. <br /> <br />Motion carried, Voting Yes: Chairman Zimmerman, Commissioners Bawden, Deemer, LaDue, <br />Terry and Tho/'ud. Voting No: None.
