Mr. Hartl,cy explained that City staff is concerned because the feeling is that metro Council wants <br />to takeover surface water management in the metro area. <br /> <br />Members of legislature have said that so long as the WMO's are able to govern themselves, they <br />see no reason to pass that on to metro Council. What is left unsaid is what happens when WMO's <br />cannot find agreement among themselves and manage surface water. <br /> <br />Mr. Hartley stated that staff believes that if another agency takes on the job of regulating surface <br />water management, more restrictive standards will become the norm. <br /> <br />Councilmember DeLuca expressed concern with the alternative permitting procedure because it <br />states that the City would review all commercial and industrial projects less than two acres in size <br />and most of Ramsey's induswial development is more than two acres in size. Councilmember <br />DeLuca also expressed concern that the would be creating its own metro Council with a WMO. <br /> <br />Motion by Councilmember Peterson and seconded by Councilmember DeLuca to not endorse the <br />alternate permitting procedure of the WMO and to support the city directed permitting procedure. <br /> <br />Motion carried. Voting Yes: Mayor Reimann, Councilmembers DeLuca, Pearson and Peterson. <br />Voting No: None. Absent: Councilmember Cich. <br /> <br />Councilmember Peterson directed City Engineer S teven Jankowski and Consulting Engineer Peter <br />Raatikka to inform the WMO that the City of Ramsey is willing to follow the guidelines and <br />permitting procedure of that organization but that Ramsey prefers to retain permitting control. <br /> <br />City Council recessed at 5:28 p.m. <br /> <br />Mayor Reimann called the meeting back to order at 5:32 p.m. <br /> <br />Case #3A; Request for Site Plan Approval: Case of North Lake <br /> Pro_nettles. Inc., Wayne Johnson <br /> <br />Mr. Jankowski stated that Wayne Johnson's site plan is for a business incubator-type facility <br />proposed to be developed in two phases, with the first phase consisting of ten suites. Mr. Johnson <br />stated that the users of the facility would consume 1,200 to 5,000 square feet each. Because of the <br />small users anticipated at the facility, there would not be a tot of semi tractor trailer activity <br />anticipated. Mr. Jankowski stated that the proposed facility is located in the I-1 Industrial zone <br />which requires loading dock facilities. Mr. Johnson's proposed facility consists of ten suites and <br />each suite has an individual loading area. However, the City Code requires that those loading <br />areas be sized to accommodate semi tractor trailer vehicles and this is not possible with the number <br />of suites proposed on this particular site. Mr. Jankowski stated that a second concern has to do with <br />the proposed drainage plan. He is recommending that any site plan approval be contingent upon <br />County approval of the drainage plan which wilt convey run off into the County ditch line. <br /> <br />Mr. Johnson noted that he has developed a similar facility in Maple Grove and in visiting with <br />about one half of the tenants in that facility, they have indicated that they have not encountered <br />problems with semi tractor trailer <br /> <br />Mr. Jankowski noted that with the development of the proposed Phase II of the facility, it will be <br />almost impossible for any semi tractor trailer to make delivery on the site. <br /> <br />Public Hearing/October 9, 1990 <br /> Page 4 of 14 <br /> <br /> <br />
