The City Attorney Is working on that matter now. <br />Mr. Hart~ey!also reported that the Landfill Siting committee In <br />Anoka CoUnty has been adJourne~ Indefinitely because of political <br />In-fighting:and disagreement over the Environmental Impact Study. <br />He has nO Idea when that committee will be calleo back. Also, the <br />Federal ~PAiIs now promulgating rules nationally that deal with the <br />siting ~ landfills. Those guidelines may have a ~lrect bearing on <br />the lan~lll siting process In Anoka County. <br /> <br />COMPARA tiE WORTH STUDY <br /> <br />Deputy Mayor Peterson explained in November the Personnel Committee <br />began wc~klng on the Commparable Worth Study. At that point there <br />were two igroups that were will lng to help update and recio the <br />study, gouncllmember CJch noted the two groups are coming from <br />opposite 'idlrections. The Comparable Worth program must be in place <br />by Deceml~er 31, 1991. The Intent Is the Personnel Committee will <br />recommend some alternatives that would be acceptable to the <br />Council,. [the City personnel will be allowed to ciecide what plan <br />they want, after which the City Council will approve lt. <br /> <br />It was note~ that there will be more on this Item in the near <br />future. <br /> <br />FIRE DEPA~RTMENT RELIEF ASSOCIATION <br /> <br />Councilmember Clch reported the Fire Department ls In the process <br />of formin~ a Relief Association and a private retirement fund. He <br />has not h~d ~ chance to review all of their proposals, but he wi II <br />De studying ~them very closely because he does have some questions <br />and concerns. Some of those concerns are on whether or not the <br />City shou'!]d contribute to a private retirement fund; if It does, <br />how much ~hou]d be contributed; how much is received from the <br />insurancel rebate from the State; the practicality of a first-in, <br />flrst-out~ type retirement fund; and the question of whether the <br />City's coDtrlbutlon should be retroactive two years when in fact <br />the Department has been only 18 percent functional for two years. <br /> <br />Councllme~nbe~ Clch stated he would ask at the December 11 meeting <br />to defer ~his untl] the first of the year for continued study. <br />Another ¢~)ncern of the Fire Department has to cio with in3uries on <br /> ':e job add being covered by long-term disability.
