Councilmember Kurak requested "Protection of Eminent Domain Process" be pulled off of the <br />list for the vote. <br /> <br />Councilmember Elvig amended the motion to adopt the City of Ramsey Policy Positions for <br />2004 Legislative Session, with the omission of "Moratoriums for land Use Consideration" and <br />"Protection of Eminent Domain Process". Councilmember Strommen agreed to the amendment. <br /> <br />City Administrator Norman explained an additional policy position for the Council to vote on <br />concerns the county's lobbying for the ability to have final authority on plats adjacent to a county <br />road. <br /> <br />Mayor Gamec inquired if this bill relates to a city forcing a road through onto a county road, and <br />the only time the county would have the final say on a plat would be if it hits a county road. <br /> <br />Assistant Public Works Director Olson stated under this bill the county could have said no to <br />Town Center and Alpine Acres. The City was forcing access, albeit public access in the form of <br />a public road. <br /> <br />Councilmember Zimmerman stated years ago he felt that the City should be the last one with <br />attthority, but the county is taking this stance for safety. Sometimes what the county asks for gets <br />blown out of proportion and just amounts to public safety. <br /> <br />Assistant Public Works Director Olson stated the City has had a good working relationship with <br />the county, but there could be a conflict with the policies of the City and the county. <br /> <br />City Administrator Norman noted this policy would also be voted on separately. <br /> <br />Motion carried. Voting Yes: Mayor Gamec, Councilmembers Elvig, Strommen, Cook, Kurak, <br />Pearson, and Zimmerman. Voting No: None. <br /> <br />Moratoriums for Land Use Consideration <br />Motion by Councilmember Elvig, seconded by Councilmember Strommen, to adopt the City of <br />Ramsey Policy Position for 2004 Legislative Session concerning Moratoriums for Land Use <br />Consideration. <br /> <br />Motion carried. Voting Yes: Mayor Gamec, Councilmembers Elvig, Strommen, Cook, Pearson, <br />and Zimmerman. Voting No: CouncilmemberKurak. <br /> <br />Eminent Domain Process <br />Motion by Councihnember Elvig, seconded by Councilmember Strommen, to adopt the City of <br />Ramsey Policy Position for 2004 Legislative Session concerning the Eminent Domain Process. <br /> <br />City Attorney Goodrich explained a vote in support of this policy would support the City's <br />opposition to the proposed bill. <br /> <br />City Council/February 24, 2004 <br /> Page 28 of 31 <br /> <br /> <br />
