Councilmember Strommen referenced page 70, which is page 2 of 8 of the Grant Agreement, <br />under Grant Funds, Section 2.02 states "Ineligible uses include: activities prior to award of grant; <br />construction costs; master and comprehensive planning activities and related design workshops <br />or other public involvement techniques; ..." She stated she wants to make sure the Met Council <br />understands the City's project. <br /> <br />Assistant Community Development Director Trudgeon indicated the City had a clearly defined <br />process and the planning included citizen involvement. Page 76 includes a summary by the Met <br />Council. The last paragraph states "The City requested $33,000 to complete the CRRA study <br />including inventory of existing land uses and natural features; infrastructure, identification of <br />development scenarios, determination and design of infrastructure, financial analysis and <br />implementation of land use and regulatory tools." He stated this description sounds like a plan; <br />however, he will get clarification from the Met Council. <br /> <br />Councilmember Strommen stated she wants to make sure there is not an expectation for <br />redevelopment to happen on the ground with this. <br /> <br />Councilmember Kurak stated the obligation in the rural reserve area has been refen'ed to, <br />however, she believes the term "two year" was removed from the Comprehensive Plan. <br /> <br />Councilmember Zimmerman concurred with Councilmember Kurak and noted she had inserted <br />some language in the Comprehensive Plan when this was discussed. He directed staff to look up <br />the language that Councilmember Kurak had inserted. <br /> <br />Councilmember Kurak stated this was a predominant sticking point of the Comprehensive Plan <br />with the last Council. It is important that they are not discussing implementation, and for the <br />comfort level of the Council they may want to discuss this further. <br /> <br />City Administrator Norman stated this is funding for a study that is required to be done in the <br />Comprehensive Plan. <br /> <br />Councihnember Strommen stated she wants to be sure the City is on the same page as the Met <br />Council before this is approved. <br /> <br />Assistant Community Development Director Trudgeon indicated he would contact the Met <br />Council and get the correct form to bring back to the Council. <br /> <br />Councilmember Kurak requested this be brought back as a case, rather than on the Consent <br />Agenda. <br /> <br />Motion by Councilmember Kurak, seconded by Councilmember Strommen, to table the <br />authorization of the Metropolitan Predevelopment Grant Program. <br /> <br />Motion carried. Voting Yes: Mayor Gamec, Councilmembers Kurak, Strommen, Cook, Elvig, <br />Pearson, and Zimmerman.
