CASE # 2 <br /> <br /> REQUEST FOR A CONDITIONAL USE PERMIT TO HAVE EXTERIOR <br /> STORAGE'~' AS A PRINCIPAL USE OF RURAL INDUSTRIAL PROPERTY; <br /> 'CASE OF ROGER MUNTER, ELITE CONCRETE <br /> By: Zoning Administrator Sylvia Frolik <br /> <br />Background: ' ' ~ <br /> <br />through the f~ncing on the southern and western sides to provide screening from the adjacent <br />Cheap Thrills~recreational facility. Equipment to be stored on the property includes scaffolding, <br />cement mixer~, steel forms, bobcat trailers and various types of trucks. <br /> <br />City Code 'States that conditional use permits for exterior storage may be granted provided the <br />storaue area ,is surfaced to control dust. As you will note in the site plan submitted by the <br />AppliCant, th{re are plans for a future expansion on the property which includes the construction of <br />a building, iT~. at future expansion also includes development of a storage area nearer the building. <br />To meet his c,..hrre~nt needs without creating obsu-uctions to future construction activity, Mr. Munter <br />is proposing ~ temporarily locate the storage area to the rear of the property. Because that location <br />is temporary in nature, Mr. Munter is requesting that the requirement for dust control surfacing of <br />the storage krka be addressed when he submits his site plan to develop the property. <br /> <br />The following items are enclosed for your information: <br /> <br />a) <br />b) <br />c) <br />d) <br /> <br />Site location map <br />Site plan <br />Proposed findings of fact <br />Proposed conditional use permit <br /> <br />Observations: <br /> <br />On JanuaD' 7, 1991, the City received an application for a conditional use permit from Roger <br />Munter to ufflize Lot 1, Block 1, HY-10 Ramsey for exterior storage purposes. <br /> <br />A public he :ahng regarding the request was scheduled for February 5, 1991. <br /> <br />Recommenrdation: <br /> <br />Section 9.03:04 of the Ramsey City Code states that expiration dates may be placed on conditional <br />use perm/ts, i City Staff recommends that if the conditional use permit is to be approved, and if the <br />requirementil'or Surfacing to control dust is waived until such time that a site plan is submitted for <br />approval, {hen ti~e conditional use permit for exterior storage should include an expiration date to <br />assure the prOperty will eventually be brought up to standards or the use will cease. <br /> <br /> <br />
