Zoning Admi~str~tor Frolik included in her background that the property is adjacent to a single <br />family urban r~de~mal area. <br /> <br />Mr. Raudio showed the Commission a map of the subject property and surrounding area. <br /> <br />A discussion erisue~l regarding rezoning, park dedication, the busy highway near the property, and <br />what ,uses possibly: would and would not be acceptable to the neighboring residents (multiple <br />famil) homeS, ~ondominiums, a business park). <br /> <br />Mr. Raudio :t~en r, eferenced to outlots in the Flintwood PUD for which he is considering <br />development:i~ thelnear future Mr. Raudio stated that when the Flintwood PUD received concept <br />approval, it Was intended that the lots would be developed with quad lots. <br /> <br />Ms. Frolik st.a~d that the quad lots may have been approved at the concept stage, but Flintwood <br />received fina! l$,lat a~proval and was recommended at the County with the subject area designated <br />by outlots. T~ no~ develop an outlot would require processing through the regular platting <br />procedures. : <br /> <br /> .! <br />Chairman Zin~merynan asked Mr. Raudio if he has plans showing the outlot subdivided into <br />individual parcels t6 which Mr. Raudio replied that he did. <br /> <br />Ms. tXrolik stated th,at those were preliminary plans, not what was finally approved and recorded. <br /> <br />City Engineer ~lank4owski reiterated that the platting process would have to be followed to plat the <br />outlot into par '~ e.~els. <br /> <br />Commissioner~eerner stated he disagreed that Mr. Raudio would have to start at the beginning of <br />the platting pr0~edUre. <br /> <br />The Commission directed City Staff to bring forth a case file for Flintwood PUD to the next <br />Commission m, eeti~, g for review. <br /> <br />Case #4: ;Request for Reconsideration of Grading and Mining Plan; Case of <br /> i~e0ffrey Bridwell <br /> <br />City Engineer)Jan~kowski explained that on December 4th, Mr. Bridwell appeared before the <br />Planning and ~onir~g Commission to ask for a recommendation to approve a grading permit and at <br />that meeting, t,$ere [were concerns over the final grade. Mr. Bridwell instructed his surveyor to <br />show no more~ithan a 12% slope on the grading plans and Mr. Jankowsk~ submitted them to <br />Council. Sotn~ po3tions of the plans exceeded 12% and represented 17% slopes which currently <br />exist on the p~perty. Mr. Jankowski stated he could see a problem with a 3 to 1 slope due to it <br />not being mp~abli~, but he feels 4 to 1 and 5 to 1 slopes are acceptable and represent what <br />currently exist~ on ihe property. <br /> <br />CommissioneVJDe0~mer stated that althouah 12% slopes are required by City Code, he finds Mr <br />Bndwell s plla~s ac~geptable. He also stated that ~f the penn~t is denied, a 20% slope is what would <br />be the end result arfyway as that is what currently exists on the propert.~'. <br /> <br />Motion by C~mmissioner Deemer and seconded by Commissioner Bawden to request Mr. <br />Bridwell to sUl3mit~for the City Engineer's approval revised ~adin~ plans that limit the excavation <br />operations to 3: to 1r slopes and finished gades to 5 to 1 slop~. <br /> <br />Motion carri 7e~t. <br />Hendriksen, Terry <br /> <br />AZoting Yes: <br />~.nd Thorud.
