CITY COUNCIL <br />CITY OF RAMSEY <br />ANOKA COUNTY <br />STATE OF MINNESOTA <br /> <br />The Ramsev City Council conducted a regular meeting on Tuesday, 3anum3' 8, 1991 at the Ramsey <br />Municipal Center, 15153 Nowthen Boulevard N.W., Ramsey, Minnesota. <br /> <br />Members Present: <br /> <br />Mayor James Gilbertson <br />Councilmember Sheila Bever <br />Councilmember Richard ~ich <br />Councilmember Glen Hardin <br />Councilmember Kenneth Peterson <br /> <br />Also Present: <br /> <br />City Engineer Steve Jankowski <br />Personnel Coordinator Kay McAloney <br />Finance Officer Sandra Ashley <br />City Attorney William Goodrich <br /> <br />CALL TO ORDER <br /> <br />Mayor Gilbertson called the regular City Council meeting to order at 7:30 p.m. <br /> <br />OATHS OF OFFICE - MAYOR & COUNCILMEMBERS <br /> <br />City Attorney Goodrich administered the Oaths of Office to the following: James Gilbertson as <br />Mayor, Sheila Beyer and Glen Hardin as Councilmembers. <br /> <br />Mayor Gilbertson led in the Pledge of Allegiance to the Flag. <br /> <br />CITIZEN INPUT <br /> <br />Dwight Martin, 17521 Chameleon Street N.W. - understood from a reliable source that the <br />majority of the City Council had already decided to appoint Tom Gamec as the Interim City <br />Administrator. Since three members have just been sworn in and this was not decided at a public <br />meeting and the position has not yet been advertised, he alleged the open meeting law was violated. <br />He didn't want the new year to start off on the wrong foot, claiming he will pursue the matter to <br />the State of Minnesota if the open meeting law was violated. <br /> <br />City Attorney Goodrich explained that any meeting between two or more Councilmembers has to <br />be at an open meeting. If Mr. Martin thinks there has been a violation, it is within his fights to <br />pursue it. <br /> <br />Tom Gamec was present and stated he approached each of the Councilmembers and the Mayor <br />individually and offered his services as an Interim City Administrator, which does not need to be <br />advertised. At no time ',,,,as there two Councilmembers together or was there a group; it was all <br />done on an individual basis. <br /> <br />Mayor Gilbertson concurred with Mr. Gamec. <br /> <br />No Council action was taken. <br /> <br />City Council/i/8/91 <br />Page 2 of 9 <br /> <br /> <br />
