On October 29, 1990. <br />Case # 4; r Re¥iew and A0Op~' Findings Regarfling Adult Use. (continued) <br /> <br />Chairman Zirrimerman stated that he has been reviewing the Attorney General's report on sexually <br />oriented busir~sseS and noted that organized crime is often associated With adult uses. In addition, <br />in areas whe~r~ adult uses exist, there is evidence of blight, devaluation of property, increased crime <br />rate, especially, seX-related crimes, and real estate values decrease. Chairman Zimmerman stated <br />that there is nO rea'son to believe that this n-end would not be the same in Ramsey as it is for other <br />cities that inClUde adult uses that have been studied. <br /> <br />Commissione~ Th0rud also noted that the studies reveal that when there is an adult use located in an <br />area, very often p0,mograph~c material ~s found lying around ~n surroun&ng areas. Comrmss~oner <br />Thorud mquu'g, d ~f.~t would be possible to reqmre all those businesses that supply adult material to <br />be identified ~0n the material so that the community would be able to identify the source of the <br />problem. <br /> <br />Chairman Zimmerman noted that the Attorney General's report identifies 13 steps communities can <br />take to redu~eiiadverse impacts of adult uses. Step g9, Adopting Zoning Regulations with Distance <br />Requirements~ is What Ramsey is currently in the process of doing. <br /> <br />Commissioner ThOrud noted that the courts have been upholding the 1,000' distance requirement <br />for adult use~,' and inquired if the City of Ramsey couldn't also require 1,000' versus the 750' <br />proposed.
