City Code <br />reqmres that no accessory structure shall be constructed on a lot prior to the pnnc~pal structure. <br /> <br />The CommissiOn proceeded to review the City Engineer's report dated November 1, 1990. It was <br />noted that there, waS a typographical error in the City Engineer's report and that the property to the <br />north of the sUl~ject'is subdivision is zoned B 1 Business. <br /> <br />Motion by Co~mi.qsioner Terry and seconded by Commissioner Deemer to approve the sketch <br />plan and recoriam~d City Council final plat approval of Jenson Addition contingent upon <br />compliance with the Park and Recreation Commission's recommendation for park dedication and <br />sansfactory reviews:from DNR, EQB and Metro Council. <br /> <br />Further Discussion. It was noted that this recommendation for approval is granting a variance for <br />the accessory sWuctUre to be located ol] a lot without a principal structure. <br /> <br />Motion carried. Absent: Chairman Zimmerman. <br /> <br />Case # 2: ~eoUest for Sile Plan Review: Case Of Jim Charest, Eean Oil Co. <br />Mr. Jim Chare~t, r~,presenting Egan Oil Company, was present requesting site plan review to <br />construct a 4i000 square foot Cold storage warehouse on Lot 3, Block 2 Hi-Ten Ramsey. Mr. <br />Charest noted' ~at even after the warehouse is constructed, there will still be some exterior storage <br />on the site. <br /> <br />The CommissiOn proceeded to review the City Engineer's report dated October 31, 1990. It was <br />noted that Item #6'of the City Engineer's report contained some suggestions for revising the <br />building and adcesa layout. It was determined that these suggestions do not coincide with the <br />apphcant s progosed use for the building and that the applicant would not be obligated to comply <br />with those suggestions. <br /> <br />Mr. Charest w~/s agreeable to revising his plans to provide concrete curbing versus bituminous <br />curbing. <br /> <br />The possibility of regtuiring additional screening adjacent to Armstrong Boulevard was discussed to <br />screen the use from traffic on Armstrong Boulevard and from B1 business uses to the east of <br />Armstrong Bodlevard. It was also the consensus of the Commission that the plantings along <br />Armstrong Boulevard could be of smaller size and it would still provide some assurance to the City <br />that there will e~entually be adequate screening on that property as those plantings ~ow. <br /> <br />Throu_h.~ discussion,, ~ it. was noted that Mr. Charest s en~ineerina firm had drawn up the drmna~e' <br />plans incorrectly, and ~t was agreed that those plans would be corrected and submitted to the C~y <br />and would be st!bject to the approval of the City Engineer. <br /> <br />Motion by Co~ssioner Deemer and seconded by Commissioner Ten3' to recommend that City <br />Council appr0v~ Jim Charest's request for site plan approval for a cold storage warehouse in Hi- <br />Ten Ramsey cqntingent upon City Engineer approval of the revised landscaping plan and the <br />revised drainage plan. <br /> <br />PLANNING AND ZONING- COMMISSION/NOVEMBER 7, 1990 <br /> Page 5 of 10 <br /> <br /> <br />
