PLANNING AND ZONING COMMISSION <br />PUBLIC HEARING <br /> CITY OF RAMSEY <br /> ANOKA COUNTY <br /> STATE OF MINNESOTA <br /> <br />The Ramsey Planni,~g and Zoning Commission conducted a public heating on Tuesday, <br />November 20, ~990, itt the Ramsey Municipal Center, 15153 Nowthen Boulevard N.W., Ramsey, <br />Minnesota regarding Mr. Glen Rychner's request for a conditional use permit to establish an <br />aluminum prOC~ssin~ and recycling center. <br /> <br />Members Present: Chairman Gerald Zimmerman <br /> Commissioner Bradley Thorud <br /> Commissioner Ben Deemer <br /> Commissioner Terry Hendriksen <br /> Commissioner Charles La.Due <br /> <br />Also Present: <br /> <br />Members Ab~nt: <br /> <br />City Engineer Steven Jankowski <br />Consulting Engineer Merland Otto <br />Zoning Administrator Sylvia Frolik <br /> <br /> Commissioner Michael Terry <br /> CommissiOner David Bawden <br /> <br />CALL TO ORDER <br /> <br />Chairman Zim~erman called the public hearing to order at 7:35 p.m. <br /> <br />CITIZEN INPUT <br /> <br />Sharon Dahlgren -~ 632g-143rd Lane N.W. - stated that she is concerned with the proposed <br />proximity of Mr. Rychner's facility to Hunter's Hill. Sh,aron stated that even though there <br />controls on eqdipra~nt used in facilities like Mr. Rychner s, there is still the potential to re, lease <br />pollution. Sh~n s!ated that she feels there is a need for aluminum recycling, but she doesnt feel <br />it is appropriat,Cly located so near a residential area. Sharon also noted that she is concerned with <br />the release of dloxifis, furans and metals. <br /> <br />Mr. Dan Karstl Danny's Aluminum Processing - 14050 Basalt Street N.W. - was present and <br />stated that he ~0uld' like to reserve his comments until later in the meeting. <br /> <br />Mr. Glen Ryc~ner~stated that his aluminum melting operation will be similar to that used by <br />Danny's Alum}hurt. Mr. Rychner described the process as one of the furnaces operating at a <br />temperature of~ilS00 de~ees. Any oily residue on the aluminum placed in the furnace would be <br />heated to that t{mp~rature. The oily contaminants would then proceed from the melt chamber into <br />an afterburn{r :char0ber where they are combined w~th oxygen which then destroys any VOC s <br />remaining. B~yonfl that, the aluminum is melted and baled into 1000 pound or smaller inzots. <br />The alunnnumjsmelnng operauon ~s not to be considered the same as an ~nc~nerator. The purpose <br />of puttin~o material in the furnace is not to thermally destroy the material like is the purpose of an <br />incinerator. Tlq~ aluminum is being put into the furnace which melts the material and separates the <br />irony aluminum and puts it into ingots for reuse. Mr. Rychner stated that at his existing facility he <br />is ctJrrently us~g used oil to fuel the furnaces and he has an EPA permit to do so.
