The b~se df any advertising sign must be landscaped with at least grass and must be prop~rly maintained. Advo~sing signs shall not exceed 300 square feet in area nor 25 feet in height as measured perp6n~ticu!arly from the height of the highest point of the sign structure to the grade level directly bel0w the sign. The existing grade may not be altered for the purpose of increasing sign height. Adv°rtlsing signs shall be considered a principal use of the property. Advertising signs must bi removed when the parcel upon which they are situated is devoted to another principal use. The City shall perform a yearly inspection of the advertising devices to ensure compliance of said :'advertising structure with the provisions of this section and other provisions of this Ordinance.~ The fee for said inspection shall be set by the Ramsey City Council by resolution. 9.12.09 a) iINDUSTRIAL AND BUSINESS WAREHOUSE TYPE DISTRICTS Wall; C~anOpy or Marquee Sign. There shall not be more than one (1) wall sign for each princil~.' 1 building except where the building abuts two or more streets, additional such signs, ~ne (~) oriented to each abutting su'eet, shall be permitted. The gross surface area of a wall !ign !shall not exceed fifteen (15) percent of the area of the building wall, including doors grid windows, to which the sign is to be affixed. The gross surface area of a wall sign may be increased by ten (10) percent if such wall sign: 1) iconsists only of individual, outlined alphabetic, numeric, and/or sumbolic ;characters without background except provided by the building surface to which the 'sigr~ is to be affixed; and 2) iany illumination, if any, is achieved through shielded illumination, shielded .:silhouette lighting, or shielded spot lighting but not any lighting where the light '~souXce is visible or exposed on the face or sides of the characters. A wall~ canopy or marqu, ee sign may be located on the outermost wall of any principal buildin~ but shall not project more than sixteen (16) inches from the wall to which the s~gn is to b~ affixed. A wall sign shall not project higher than the parapet line of the wall to which ~he fign is to be affixed. Where a principal building is devoted to two (2) or more perm/tied uses, the operator of each such use may install a wail sign upon h/s/her proportionate share of the building wall to which the sign is to be affixed. The maximum gross iufface area of each such wall sign shall be determined by calculating the proportionate share of the area of the building wall, including doors and windows to which the sig~ is !to be affixed and applying such proportion to the total permitted wall sign aggreg!te gross surface area for the building.
