5. ~ The proposed cul-de-sacs are within the maximum length allowed. Also, there is a <br /> prop0$ed Connection provided to 149th Lane to the north. These are both positive aspects. <br /> <br /> The d~vel0per has submitted a sketch which is in accordance with the City's Thoroughfare <br /> Plan ¢ehich provides for the northernmost east/west street intersecting with County Road <br /> #5 to !t'un0non as a future collector street. The Thoroughfare Plan calls for thls collector <br /> street i:,to eyentually run from County Road #116 approximately halfway between Ramsey <br /> and $~Unfigh Lake Boulevards to Trunk Highway #:47 (possibly extending eastward to <br /> Wac~iStr~et). This east/west collector would generally be located 3/4 mile of a mile south <br /> of 153rd Avenue and 3/4 of a mile north of County Road #116. <br /> <br /> The sketch plan has 13 lots directly fronting on this collector street, which is undesirable. <br /> Some[~sugg, estions for reducing the number of lots having frontage on this collector street <br /> would include moving the MSA road southward and providing north/south cul-de-sac <br /> strect~ backing up to the wetland. There may also be consideration of replacing the cul-de- <br /> sac ~;~eet !n the middle of Block 4 with one or more cul-de-sacs having access into the <br /> blockiOff of the east/west roadways. <br /> <br /> The ~ity Engineer strongly recommends that the intersection of the proposed collector <br /> strect~w~th County Road #5 have an appropriate tangent section. In addition, I would <br /> gen¢~lly ~omment that reverse curves without tangent sections should be avoided and that <br /> wherever possible, interior streets should intersect as tangent sections. <br /> <br />6. ?afl< I3_ediCation: Prior to preliminary plat approval, the plat will be reviewed by the Park <br /> and R~creation Commission. <br />The Planningiand';Zoning Commission will be meeting at 7:30 p.m. on Monday, March 2, 1992, <br />to consider Yi c~'ur, request, for sketch plan review, of Fleischer's 2nd Addition.
