Councilmemb~, ,, :, moved the adoption of the following findings of fact: FINDINGS OF FACT #0 CONDITIONAL USE PER]~t'rT GRACE COMMUNITY BIBLE CHURCH 11-32-25.32-0003 6341 167TH AVENUE N.W. February 26, 1991 1) 2) 3) That .R~ndy D. Barrows, Pastor of Grace Community Bible Church, and hereinafter referred to as "Applicant", has properly applied for a conditional use permit to maintain a parsonage (pastor's residence) on the same lot as the church. That the Applicant appeared before the Planning and Zoning Commission for a public hearinG pu~suant to Sections 9.03.04 and 9.11.01 on March 5, 1991 and that said public hearin~ wa.q properly advertised and that the minutes of said public hearing are hereby incorp~ated by reference. That the subject property is generally known as 6341 1671h Avenue N.W. and legally described a.~ follows: The West 396 feet of the Northwest Quarter of the Southwest Quarter of Section 11, Township 32, Range 25, Anoka County, Minnesota. 4) 5) That the subject property is approximately 12 acres in size. That the subject property is zoned R-1 Rural Residential, for which churches are not a permitted use. The subject property was issued a conditional use permit in 1983 for the establishment of Grace Community Church. 6) 7) That the surrounding properties are also zoned R-1 Rural Residential. That $*ction 9.11.01 of the Ramsey City Code states that there shall not be more than one principal building on a lot. 8) 9) That on February 12, 1991, the Applicant applied for a conctitional use permit to construct a parsonage On the same lot as the church. That on January 24, 1984, the City of Ramsey approved the construction of a second principal residential dwelling on a 60 acre u:act of land (PIN 26-32-25-21-0006). 10) That on AUgust 30, 1988, the City of Ramsey denied a request to construct a second principal residential dwelling on a 3.3 acre parcel of land (PIN 17--32-25-13-0004). 11) 12) 13) 14) That on November 11, 1989, the City. of Ramsey approved the development of a residential dwellin~g aPartment within the church structure on PIN 34-32-25-13-0019 to accommodate visiting ministers. That the proposed use will/~pact traffic to the premises. That the proposed use wilI/~ adversely impair the use of surrounding properties.
