PARKLAND DEDICATION <br />FAYE ADDITION, CITY OF RAMSEY <br /> <br />JANUARY 8, 1991 <br /> <br />Ordinance /,No ~ 89.17 Sec. 170.161 states, in part, that "the demand <br />for park a~d Open space within the municipality is directly related <br />to the de~si~y and intensity of development permitted and allowed <br />within a given area. <br /> <br />Outlot E is riverfront land which is planned as a private open <br />space area for subdivision residents. This private open space area <br />will setv~ as a major part of park and open space land needs of the <br />subdivision and is also proposed as a "Scenic Easement": as defined <br />in Sec. 170.068 of the City Code. Proposed park dedication lands <br />include one major tract (Lot 1, Block 1).and dedication of small <br />trail outlots with a gross dedication area of 5.80 acres. This <br />plus the 5.73 acres of private open space land in Outlot E totals <br />about 11% acres of land in the subdivision to serve open space <br /> <br />needs. <br /> <br />City Code.requirements call for computed dedication based on land <br />area be dedicated (Sec. 170.063) as "up to 5% of the gross land <br />area" for iIndustria;/Commercial Parkland Dedication and 10% of the <br />(gross) land to be dedicated (Sec. 170.062) for a residential <br />dwelling unit density of this subdivision. It is also important to <br />note that MS4~2.358 Subd. 2 (b) provides that the municipality "may <br />require that a reasonable portion of any proposed subdivision be <br />dedicated !for public use" as park and open space land and further <br />the municipality will determine the need for open space land for <br /> <br />the specificsubdivision. <br /> <br />A major County Park is adjacent to the subdivision to the west and <br />the Mississippi River serves as the southern boundary. It is <br />important ~,for the city to consider land dedication, easement <br />dedication', retention of private open space land for subdivision <br /> <br /> <br />
