Case #5: !i Coptribution to the Fire Fighters' Relief Association <br /> I <br />Finance Officer S~tndra A.shley stated that at ~e City Council workshop on January 12, 1991, the <br />topic of the:~l~e ~ighters Relief Association s request for a City contribution in the amount of <br />$17,500.00 Wiis ~scussed. Due to budgetary constraints, the Council discussed the possibility of <br />a contributi0~in ~r future year. Miss Ashley stated that Councilmember Beyer had suggested the <br />City might cofisid~r a special levy for 1991 payable in 1992. Finance Officer Ashley explained that <br />she reviewed' he ~arious levy authorizations and limitations provided by Statute and discussed the <br />issue with stat ? fr0Xn the Local Government Services Division of the Department of Revenue. He asked if this is a possibility. <br /> <br />Councilmemb~r Cinch stated that the start up monies (close to $500,000.00) came from the Landfill <br />Trust Fund. <br /> <br />Councilmemb~r Peterson commented that at the workshop it was indicated that the Fire Department <br />will be budgeted ini the General Fund in the future. <br /> <br />Chief Griffin stated that the amount of money could be negotiated each year. <br /> <br />Mayor Gilber¢on ~sked where the money is expected to come from - the homeowners? Would <br />there be a sp~ial r~.ferendum? <br />Finance Offie~1' Ashley replied that the Fire Department's operating costs need to funded out of the <br />C~ty s Gene~al~ Fuf~d. She added that the 1991 bud,.et d~dn t include fuel or supplies. (The <br />estimated fuel ~xpenses would be approximately $4,000.00 to $5,000.00) <br /> <br />Councilmemb~r B°yer stated that maybe she was misunderstood when she said to put ~t on a levv, <br />~t s part of th, overall levy. <br /> <br />Miss Ashley s~ted!that the levy is subject to levy limitations and whatever is allocated for the Fire <br />Department WO~uld hot be there for other things. <br />Mayor GilbertS~>n aSsumed everything is included in the taxes. <br /> <br />Councilmemb~r Beyer stated that it would be included, but separately ear-marked for the Fire <br />Department. <br /> <br />City <br /> <br />Council/January 22, 199'1 <br /> Page 7 of 14 <br /> <br /> <br />
