however, a~,. re~lt of the announcement several communities began to re-examine their animal
control effo ts. ;~ He stated that the joint powers arrangement with other Anoka County

Communiti~ wo$1d be very expensive for the fu'st ten years even though ,,w_e would be building up
an equity for the t[uture. It is also a long way to drive for our future CSO s and citizens, being on
the east side >f Blaine. The two options stemming from private contractors are unacceptable. In
one case th~ :onfiraetor did not supply further information after several requests and in the other,
Ms. Kadlec, Be lbcation (Corcoran) is too far away. Chief Auspos recommended using the City
of Anoka. ~ e,.~lai~n,ed that Anoka does not have the same hours of coverage, however, once
Ramsey is; bn b~oard they would be extending those hours. He feels the fee ($50.00 for
impoundmeni fo~the first pick up and $100.00 for the second impoundment in 12 months plus
boarding ~st~) is itoo high. He's afraid that people will not even be able to afford to pick their dog
up from the:I l~un~ if the fee is so high. He suggested reducing the fee to reflect the actual cost of
pick up and transportation.

Upon inquiryi Ch!el Auspos answered that the City is on a month to month contract basis with the
Humane Soci .y now and they require a 30-day cancellation period.

Motion by £ ~un$ilmember Peterson and seconded by Councilmember Beyer to approve, in
concept, cont~ acting with the City of Anoka for animal control services and to direct staff to finalize
a contract ani xo~, edure with Anoka for approval by the City Council.

Motion carried. ¥oting Yes: Mayor Gilbertson, Councilmembers Peterson, Beyer, Cich and
Hardin. VOting No: None.

Motion by CqUnc~member Peterson and seconded by Mayor Gilbertson to instruct City Attorney
Goodrich to' ,~rfr~a~t the ordinance dealing with fines with regard to dogs to reflect actual cost as
opposed to eh~girig such a large fee.

Motion carei~. Voting Yes: Mayor Gilbertson, Councilmembers Peterson, Beyer, Cich and ·
Hardin. Vofiflg NO: None.

Further disau~sion: Councilmember Hardin asked Chief Auspos what percentage of animals
picked up by !the City are licensed to which Chief Auspos replied very few. Councilmember
Hardin inquired if~ it would be possible to require veterinarians to refuse to give vaccinations to
unlicensed animals. Chief Auspos stated that if the dog is not licensed, it also does not have proof
of rabies vaccinations and that might be a good approach. Consensus of the Council was that this
issue should b~ discussed at a subsequent meeting.

Case #7: ~:Ad0pt Ordinance Adopting the Minnesota State Building Code

City Engineer:SteYe Jankowski stated it has been the City's past policy to adopt the Minnesota
State BuildingiCo4te. In the summer of 1990, the Minnesota State Building Code was amended,
therefore the ~ity must likewise amend its ordinance to achieve compliance with its past policy.
this ordinance[lwasl introduced at the Council's January 8, 1991 meeting and it is being presented
no for formaliladoPtion. He stated that he knows of nothing controversial with this particular
ordinance charlge.

Motion by C0t!ncilmember Beyer and seconded by Councilmember Cich to adopt Ordinance q~91o 1
adopting the ~nn~sota State Building Code.
Motion carrie. Voting Yes: Mayor Gilbertson, Councilmembers Beyer, Cich, Hardin and
Peterson. V6fing Bio: None.

City Council/January 22,

1991
