March 8, 1991 PROPOSED FINDINGS OF FACT ALUMINUM RECYCLING, INC. That Mr. Glenn Rychner, hereinafter referred to as the "Applicant", properly applied for a conditional use permit to develop and operate an aluminum processing plant on February 22, 1991. That the Applicant appeared before the Planning and Zoning Commission for a public hearing pursuant to Section 170.013D of the Ramsey City Code on March 21, 1991 and that said public hearing was properly advertised and that the minutes of said public hearing are hereby incorporated by reference. That the subject property is generally located on 142nd Avenue N.W. and is legally described as follows' Lot 2, Block 1, Ga~t_eway.Ne~l-Ll~d_[~striat Park Plat is approximately 2.58 acres in size w.... ___~5'ith~ utility easement traversing the south portion of the parcel, That the subject parcel is located in the B/W Business Warehouse District within the conditionally approved Urban Service Area (MUSA). That the adjacent parcels are zoned B/W Business Warehouse and those south of the BN tracks are zoned commercial. That the Applicant has submitted supporting documents dated February 22, 1991 as follow: · · History of Business Operational Plan Site Plan (not dated) The identified supporting documents are incorporated herein by reference. 10. That a conditional use permit has been issued in the City of Ramsey at 14050 Basalt Street N.W. for an aluminum processing facility. tl. That the Applicant has stated that he will receive and process aluminum and other non-hazardous metals with aluminum constituting approximately 90% of the metals received and that approxima'~ely 90% or more of the material will be melted. lb
