24. Access to the site would be from 142nd Avenue N.W, via Jasper Street and 143rd Avenue N,W. 142nd Avenue N.W. is not yet constructed, The development agreement for the plat requires that blacktopping of streets occur upon 50% of the lots being developed and that construction of the remaining streets in the plat be completed (142nd Avenue and Limonite) prior to issuance of a building permit. 25. That the Applicant's site plan indicates that there will be drives, parking, loading docks and maneuvering areas constructed, City code requires these areas to be hard surfaced. 26. That the Applicant's site plan states that no curbing is planned for parking and drives which does not conform with City Code. 27, That a Hazardous Waste Generator license will be required to permit the disassembly operation and that the Applicant will be required to submit information to Anoka County pertaining to the components, volumes and management of each waste product prior to licensing. 28. That the Applicant has stated that a sign would be installed identifying the business. 31. That the hours of operation for receiving metals are anticipated by the Applicant to be 7:00 a.m. to 6:00 p.m., Monday through Saturday with melt operations occurring 24 hours per day as needs dictate, 32. That the Applicant has stated that six employees will work at the site during a maximum shift, 33. That the Applicant has stated that approximately 40 cars and six trucks per day are anticipated when the facility is fully operational. 34. 35,' That the proposed use will/~substantially adversely impair the use, enjoyment or market value of any surrounding property.
