Mr. Gordon replied that it is a benefit to work with only one developer, but the City needs to <br />make sure that they are looking at a long-term approach. <br /> <br />Councilmember Hendriksen inquired as to what would protect the City when the developers self <br />interest and the City's interest diverge. <br /> <br />Mr. Gordon replied that if the developer and the City are at odds then they need to look at how <br />the master plan gets them to the final outcome. He stated that the City should have a plan in <br />place, but yet identify the areas that might need flexibility. <br /> <br />Councilmember Hendriksen stated that one of the cities in Chicago had indicated that they had to <br />go through a number of developers to see the City's interests come forward. He questioned <br />again what can they do to protect the City when the City's interest and the developer's interest <br />diverge. <br /> <br />Mr. Gordon explained that in the city of Circle Pines, the developer had an issue regarding the <br />setbacks that were established in their code so they brought the issue before the Council where <br />they considered the request and amended the Code. In the city of Mound, there was a situation <br />where the City owned the land and the developer was unable to achieve the vision of the City so <br />they simply parted ways. <br /> <br />Councilmember Hendriksen replied that if the developer owns the land, they can not simply part <br />ways. <br /> <br />Mr. Gordon noted that they would focus more on that issue at a future meeting. <br /> <br />Councilmember Kurak inquired as to how they could regulate the amount of housing that can <br />occur on the site. <br /> <br />Mr. Gordon explained that in the case of Inver Grove Heights, a percentage was identified <br />because the development would not occur for 10 years. In Ramsey, there are forces such as the <br />North Star Corridor that might impact the development. Housing and commercial boundaries <br />need to be included as part of the process. He felt that they could identify the types of housing <br />they would expect and the types of businesses they want. If the market tums out to be different, <br />then it might have to be changed. <br /> <br />Councilmember Hendriksen stated that the statement was made that market reality might dictate <br />how the land is developed, but the other possibility is that the City does not allow the land to <br />develop such as they did 20 years ago when the land was set aside for commercial use, not <br />residential. He stated that if the market shows that the current demand is primarily residential, <br />then he felt they should continue to wait on developing the site. <br /> <br />Chapter 9/April 25, 2002 <br />Page 2 of 9 <br /> <br /> <br />
