Commissioner Sieber <br />stated t~£s Commission has made every attempt to keep the public informed; <br />citizens inotiattending the meetings means that the Commission was successful <br />and ther~ is no concern or that the Commission is failing to reach the public. <br />Mr. Hart~iey ~tated that Mr. Goodrich will make it clear to Council that should <br />be sure.0.f what they are doing because now it will be getting into areas of <br />public l~iability; if a recommendation is made to enter into the contract, it <br />might be ~se to also forward a letter to Council stating the Commission's <br />intenti°~s t~ press forward and support of Council in the same. Mr. Martley <br />also not~ t~at MN/DoT would be funding 2/3 of the cost of the environmental <br />assessment; if the airport project is approved, 90% of the cost of the <br />enviromm~enta! assessment will be reimbursed to the City and MN/DoT. <br /> <br />Motion c~rried. Absent: Commissioners <br />Erickson land~ Stauffer. <br /> <br />~ !; Discuss Options As They Exist Pertainin~ To Zoning; <br /> <br />Mr. Otto ista~ed that he met with David Hartley, Bill Goodrich and Jack Ippel <br />regardin~i how to initiate the zoning phase. State statutes says that when a <br />municipa~ity~owns or controls an airport, they have the authority to create a <br />joint zo~ingiboard or adopt zoning ordinances and request other affected <br />muni¢ipa1;itigs to adopt similar ordinances. Ramsey does not own or control <br />Gateway,at t~is time and according to MN/DoT Ramsey will be setting a precedent <br />in proceeding with zoning. No private airport, to this point, is zoned; it <br />wrll be ~e ~ommxssron s dec~szon as to whether Ramsey zones and ~f Ramsey has <br />enough c~ntr01 over the airport to zone. One option would be for the City to <br />establish control by leasing a portion of the existing airport. Another option <br />is that ~he City does have the authority to adopt zoning ordinances just by <br />virture of h~ving an airport within it's boundaries. Mr. Otto recommended that <br />the City ~et!written documentation from the Attorney General's office stating <br />whether Qr not the City has authority to zone and how much control has to be <br />established prior to zoning. <br /> <br />Commissi°nerSieber summarized the decision to be made as can a privately owned <br />airport ~-orc~ zoning into the other affected communities; should it be done <br />with a jOint:zoning board or by Ramsey alone with a request to other <br />municipalities to do likewise. Commissioner Sieber stated that he doesn't <br />think the affected communities will take the time and funds to oppose airspace <br />zoning. <br /> <br />Mr. Hartl~ey stated that Staff is gathering information. <br /> <br />Motion by Commissioner Sieber and seconded by Commissioner Chapman to state to <br />Counczl =hot'based on xnformatron currently available, the Airport Commission <br />recommends t~at Ramsey take the necessary steps to acquire and develop Gateway <br />North IndUstrial Airport according to Ramsey's current Airport Master Plan. <br /> <br />Further Discussion: Commissioner Sieber stated that his motion is necessary to <br />aid CounCil in their decision making. Commissioner Donovan inquired if the <br />decision!is premature.
