Absent: Commissioners <br />Erickson and'Stauffer. <br /> <br />CommissloRer Seibert stated that it is the responsibility and obligation of the <br />City AdmihiS~rator and Council to gather up the where-with-all to carry off a <br />project ~f this magnitude; if they can't, they must call if off. <br /> <br />Commissio~er:Donovan stated that this is a major test case as to which <br />directioXi the City wants to take. This is a real opportunity for Ramsey to <br />have what, other communities like Lakeville have; either we do it or let it go <br />by. <br /> <br />Mr. Otto !stated that if the Commissioner of Aeronautics decides that the City <br />does have the authority to zone, then the Commission will have to decide <br />whether or n~t to have a joint zoning board of all cities involved. Those <br />cities w0~ld~than have the opportunity to establish land use decisions within <br />the City ~f Ramsey without having much of their own land at risk. Conversely, <br />if thisrQOmm!ssion decides against a joint zoning board, Ramsey would adopt <br />zoning oF~in~nces on it's own and request affected cities to follow suit. Once <br />zoning isI a~pted by the City or a joint zoning board, property owners are <br />restric=~ i~ what they can do. If those property owners choose to file <br />against t~e ~ity at that time, the City would be moved to begin acquiring <br />property. <br /> <br />Commissi'.~ner Sieber noted that it is a possibility that the City would be <br />acquiri~ lard prior to the completion of the environmental assessment; at that <br />time the ~e w~uld not yet be Federal participation and the cost would have to <br />come of ~he the City's tax roles with no Federal participation. <br /> <br />Motion b~ Co~issioner Seibert and seconded by Commissioner Greenberg to <br />adjourn ~he meeting. <br /> <br />Motion carried. Voting Yes: Chairman Ippel, Commissioners Seibert, Sieber, <br />Donovan, IChapman and Greenberg. Voting No: None.
