the Commission should plan on attending the May, 1986 Airport Commission <br />meeting.. <br /> <br />Review 0£ MATA/MCOA Joint Conference Highlights; <br /> <br />Chairmam Ippel stated that he, Mr. Hartley and Commissioner Erickson attended <br />the MATA/MCOA Joint Conference. <br /> <br />Commissioner Erickson stated that the sessions addressing budgeting for <br />airport~, needs versus cost, revenues, economic benefit, gaining community <br />support~ etc., a most appropriate series of information. There was good <br />information but they were addressing upgraded airports. <br /> <br />Mr. Hartley stated he attended the first day of the conference dealing with <br />financial aspects of airports. A representative from FAA identified projected <br />budget cuts to the Federal funds; the budget will be cut in 1/2 this year, <br />next year that new figure will be cut by 1/3 and 1/3 again in the following <br />year. ~here is significant roll back and proposed expenditures for airports. <br />The peculiar thing is that there is a large amount of money in that trust fund <br />that has already been collected from user sources, but because of Federal <br />policy ~hey are saying 'let's not spend it'. What is happening to that money <br />was not addressed. <br /> <br />Chairman Ippel stated that there is over 3-1/2 billion in the trust fund. User <br />fees and taxes are being collected at a faster rate on an annual basis that <br />what is being spent on an annual basis and the fund continues to grow. The <br />Federal government is reluctant to spend that money because the interest on it <br />goes into a general fund. The government is being pressured to either use the <br />funds or reduce taxes on fuel to provide a level of revenue for what is being <br />spent. As far as the budget goes, there is not a new budget so everything goes <br />on a status quo. <br /> <br />Chairman Ippel stated that one session of the conference dealt with airport <br />maintenance! issues; there was a session geared towards FBO's. Another benefit <br />derived.from attending the conference was the opportunity to talk to people of <br />other communities hosting an airport and get their input. <br /> <br />Mr. Otto stated that the Airport Improvement Program fiscal program will end in <br />September, 1987. Somewhere over the course of the next year, Congress will <br />have to institute another Airport Improvement Program. What the result will be <br />is anybody's guess. <br /> <br />Commissioner Stauffer stated that the Federal trust fund was created by a <br />congressional act and must be spent on capital improvements. This <br />administration has tried to get legislation passed that will approve those <br />funds being'spent on operating costs; those attempts should be lobbied against. <br /> <br />Commissi'oner Erickson stated that it was stressed to get the paperwork for <br />funding as early as possible so the money is there when you need it. <br /> <br />Commissioner Donovan inquired if the City must have it's own fire department in <br />order to qualify for federal airport funding. <br /> <br />Mr. Otto stated that he thinks that issue is addressed in terms of fire call <br />response time but he will research it further. <br /> April 16, 1986 <br /> <br />Page 2 of 4 <br /> <br /> <br />
