5.~ T~DA's specialties are civil engineering (airport, municipal, road
and bridge and environmental) and building engineering
architectural, structural and electrical). TKDA has the capacity
to do Ramsey's project totally from in-house; appraisals and land
acquisitions are necessarily done by independent appraisors.

There is an excellent working relationship with State and Federal
authorities that is credited to TKDA's level of thoroughness. The
cost for this level of thoroughness is offset by the success of
the project; every project of TKDA's is budgeted and that budget
is reviewed by State and Federal agencies to make sure the project
cost is in line.

7. TKDA is not viewing the Gateway project as a 'loss leader' or
suggesting any certain bids; tonight's proposal and interview is
a statement of TKDA's billing rates and qualifications.

TKDA presented their proposal for consulting engineering services (Attachment
I) and statement of qualifications (Attachment II).

Receipt Of Proposal And Interview With Hakanson Anderson
Associates.
