_Mayor Hei~an stated that the Master Plan says that in the case of G.O. bonds,
it is difficult for voters to see in terms of dollars what the airport can mean
to them; wasn't the intent of the public information and hearing meetings to
educate the voters?

Mr. Seibert stated that the lack of information and misinformation that has
continued to flow in the community creates a lot of airport opposition.

Mayor Heitman noted that the Master Plan discusses Tax Increment Financing as
financing method and again implies an advantage to not having public voice in
the matter.

Mr. Sieber~ stated that if the Commission and City Council make a decision that
they feel Is good for the City, then with or without the need for G.O. bonds,
it is encU~bent upon these entities to campaign to show the people that they
will benefit.

Mayor ~eitman stated that the Airport Commission has done a good job in trying
to educate the public; that this is the first Commission he has seen, including
the Charter Commission, do a professional job on a technical task.

Mr. Munkho~m stated that he is impressed with the Airport Commission but it is
difficult for citizens to attend the meetings; suggested that the members of
the CommisSion spread the word through some of the local civic organizations.

General discussion ensued regarding using tax incr~m~ent financing for airport
development.

Mayor Heit~an stated that the Master Plan says that minimum standards to
protect the legitimate FBO from cut throat competition should be adopted; if
there is so much competition, why should l~amsey get involved in the airport
business?

Mr. Seibert stated that the comment to which Mayor Heitman referred is a
general stat~ent and gave a for instance as being a flying club operating from
the airport a~d offering free flight instruction along with gas purchases and
airplane rental.

Mayor Hei~man referred to May 16, 1985 Airport Commission minutes contained in
Appendix C of Master Plan; Gretta Egge suggested that along with surveying
businessesland pilots, the citizens be surveyed and Chairman Ippel agreed with
Ms. Egge. ~Mayor Heitman inquired if the Commission does intend to survey the
citizens.

Mr. Sieber suggested, and the rest of the Commission agreed, that the proper
procedure Would be for the Airport Commission to make a recommendation to City
Council; City, Council forms an opinion of their own and polls the residents;
Council makes a decision based on their opinion and that of the residents.

Mayor Heit~an referred again to those May 16, 1985 minutes and Mr. Breu's
comments regarding the taxpayers subsidizing something to benefit a few people.

November 20, 1985
