Item C-3 <br /> <br /> ~ METROPOLITAN COUNCIL <br /> Suite 300 Metro Square Building, Saint Paul, Minnesota 55101 <br /> <br />REPORT OF THE METROPOLITAN SYSTEMS COMMITTEE <br /> <br /> REFERRAL REPORT NO. 85-81 <br /> <br /> August 15, 1985 <br /> <br />TO: <br /> <br />SUBJECT: <br /> <br />Metropolitan Council <br /> <br /> Draft Gateway North Industrial Airport Master Plan, Referral File <br /> No. 12993-1, Council District 9 <br /> <br />BACKGROUND <br /> <br />Improvements to: Gateway North Industrial Airport, a privately-owned/ <br />public use Minor airport in the City of Ramsey are being proposed. The <br />improvements would involve assumption of ownership by Ramsey, and would cost <br />approximately $~ million. Two other sites were rejected in previous study <br />efforts. <br /> <br />The Council has been requested by Ramsey to submit comments as part of a <br />public hearing process involving the draft Airport Master Plan; these comments <br />are presently advisory in nature. The Council comments focus on five general <br />areas: <br /> <br />The need for quantitative noise analysis, especially considering the <br />encroachmen~ of the airport on existing residential development; <br /> <br />The cost-effectiveness of making improvements at the existing airport site, <br />which has physical and environmental constraints, compared to other <br />sites; <br /> <br />The aviation demand forecasts used in the study, which are high compared <br />to the recently revised regional forecasts; <br /> <br />General AviatiOn Airport Search Area "A", with which the proposed <br />improvements would likely neither conflict with nor be able to replace; <br /> <br />The need to amend the Ramsey Comprehensive Plan if the improvements are to <br />be made. <br /> <br /> <br />
