Chairman .i~p~l~ stated that FM108 has filed a request with FAA for a 522'
increase ~ tOwer height at it's present location. Chairman Ippel read Mayor
Heitman's ireSponse to that request which states Ramsey's opposition to the
request b~sed on the fact that there is an existing airport in the area and
Ramsey does have an airport master plan in the makings.

Commissioner Seibert stated that the requested tower height would also present
potential problems to Crystal Airport.

CO MISSION BUS NESS

~ ~e~iew Additional ~nts Received Regardina Airport Master

The Commi .SSion proceeded to review additional comments received since the
August 21,1 1985 public hearing.

Commissioner Sieber stated that he has been contacted by 15 persons; 14 against
the airport and 1 non-committal.

Chairman I~_,l noted received letters fr~m Soderholm and Associations
Attachment, I)and Waltek, Inc. (see Attachment II).
The Co~misSio~ recessed at 8:00 p.m.

(see

Chairman IppeI called the meeting back to order at 8:15 p.m.

Chairman Ippel noted receiving a letter dated August 26, 1985 from the Metro
Council re~arding their review of Ramsey's draft Airport Master Plan (see
Attachment III).

Cbmmissi°ner Stauffer stated that Metro Council's concerns seem to be
enviror~e~tali land forecast useage. Ore, missioner Stauffer stated that Mr. Otto
adequately~. ex~ained his reasons for utilizing a different formula in
estimating~fo~ecast useage. Mr. Otto's forecast figures give the citizens an
honest opi~ion of what the ultimate useage could be; on the other hand, Mr.
Otto used ¢oDservative figures in forecasting economic benefits; these two
forecasts .~ff ~set each other in terms of informing the citizens as to economic
benefits a~d u~. eage. With respect to environmental concerns, namely noise, the
Metro Co~Cil suggests including documentation supporting the Plan's finding
that noise~ levels will be within State and Federal guidelines; will the
environmen,t~%l impact statement include such documentation?

Mr. Otto ~a~ that technically the environmental impact statement does not
include n0!se~ .level studies; such a study is expensive and it would be
difficult ~o obtain any agency to participate in the funding of a noise study
because it lis ~ot expected that an airport of this size will produce noise
levels out~ide the guidelines.

Cc~missio~er Stauffer referred to Metro Council's concern regarding Gateway's
expandabilltY and inquired if anybody really would want an airport that had the
capability to expand.
September 3, 1985
