Mr. Lloyd Schnelle
City Administrator
Ramsey Municipal Center
Ra~sey, MN 55303

August 26, 1985

RE: Propos_.ed Airport Expansion

Dear Mr. Schnelle:

I am opposed to the expansion of the Industrial Airport. Most of the
residents I 'have spoken to throughout the City moved to Ramsey to get away
from noise and city life. With the lots the size they are, people are able
to have privacy and peace. The noise generated by a larger airport would be
increased, as would traffic in residential areas. The existing airport
generates enough noise in the area now.

The AirpOrt Commission feels the expansion would bring in more taxable
businesses. HoWever, the proposed plan would eliminate two established
businesses that are now used by the majority of the residents quite
frequently.

I believe that the expansion would also bring in more problems than
solve any. The airport is used bymore outsiders than by city residents.
Businesses that use air transportation are usually larger companies, which
demand more services from the City. with a greater service requirement,
other servicessuch as city water/sewer could also soon be required posing a
larger tax burden for existing residents. These are services that many
wanted to eliminate by purchasing larger lots as are required by the City.

The way the existing airport is set up, there is plenty of room for
aircraft to ~enter and exit the area. In expanding the airport, there would
be more homes in jeopardy than there are now. I feel that there is no real
need for a larger airport now or in the future. It doesn't make much sense
to buy up b~sinesses, remove 14 homes, change thoroughfares, when there is
already plenty of room.

When liVing in Brooklyn Park, I didn't know anyone who was happy living
near the CrYStal Airport, and, in fact, the airport does not increase the
value of the hc~es in that area. Quite the opposite!

~z/ncerely' /~,
James W. Balaben, Jr.

cc: Ramsey~rt~ssion
